How can it be both cheating and legal?
Easy. Buying isk with real money is cheating, because you didn't earn the isk in-game on a level playing field with other players. It's legal because CCP encourages it through GTC/PLEX.
While using alts of any sort is a broken concept (you shouldn't need two accounts or even same-account alts like me to play the game effectively), it's certainly widely used and encouraged by CCP, so the original whinger is dead wrong.
People saying it's OK "because the OP is paying for a second account" are quite likely wrong, though, because many people use free trial alts for scouts. Still not discouraged by CCP, though, even in that case.

That entirely depends on what you mean by "legal". Will you get prosecuted for it and go to jail? No. Is it a breach of the EULA and will get you into trouble? Yes.
"Buying ISK" is a cheat and illegal when done outside the GTC/PLEX trade system. It's neither when going the official route. CCP discourages RMT by the twin approach of bannination and offering a legal alternative.

It hasn't been possible to run more than one trial account or a trial account and a full account on the same PC (with exception I think to virtual boxing it up) for quite some time now, just by the way.

Sure there are ways around that... but it will atleast cut back on it, it may not eliminate it. But CCP has never been one for eliminations, just reduction (RMT/Macros)
Yes, blocking more than one client from the same IP will cut back on multiboxing and ALTs, but it'll also stop people who live together playing the game together or even at the same time. Which would halve the number of subscriptions in this household and many others, let alone reducing the number of Alt subscriptions CCP receive money for.

Apparently you either didn't really read the post or you are a dumba**. I am totally for scouting alts, and it is almost a necessity in low/null sec if flying anything of value.

Would be cool if it were possible to 'scan system', to scan the next system's comms log to check who has been in the system in the last 5 minutes, say.
Since it's not real-time data it doesn't let people actively monitor a system without being in it, it doesn't necessarily add THAT much lag and provides people with a way to more-or-less figure out whether or not there's a camp in the next system.
But then, sending in a suicide expendable alt is easier and gives better results... ---
