CCP will not know there's a problem unless players submit petitions, file bug reports and post forum threads. CCP has stated quite a few times that they look to the Forums and comments from players attending Fanfest for feedback regarding issues, solutions, new ideas and overall gaming experience.

Obviously some players have a problem differentiating "REAL LIFE" from the game. Manhunt = a search for a dangerous fugitive involving the use of all available Law Enforcement units and technology, sometimes including help from the general public.
All Points Bulletin (APB) = a broadcast issued from one Law Enforcement Agency to another. Typically contains information about a wanted suspect who is to be arrested and detained on sight. Also used to locate a person of interest, such as a missing person possibly being held against their will.

"Notepad" does nothing to vent rage, it only tends to increase it. Part of the job description for Customer Service is listening to irritated customers complaints and then try to resolve those complaints in a polite professional manner. Clogging up the queue is irrelevant. If there is an abundant amount of 'complaints' being filed about the same topic, then there's obviously a problem and the issue needs to be investigated asap.
Suicide Ganking being legitimate gameplay is not the issue. The issue is that it's becoming increasingly prevalent and constantly being directed against players engaging in a specific aspect of gameplay.

Well, today I was just waking up in the morning: gotta thank God, I don't know but today seems kinda odd. No barking from the dog, no smog (unlikely in Fife I admit), and my wife cooked a breakfast with no hog.

CONCORD does not act like RL police. They are a post action consequence of breaking the law. In that sense, they are like RL Law Enforcement. In terms of preventive or investigative measures, no. I contend that "Notepad" is at least better than the forums, because with the forums, it just feeds the fire. As people respond to other people's responses. Everyone is on fire and things escalate. Then you have what we have now. A bunch of people exploding, or taunting, other people via the forums; and nothing gets resolved. It's just a rage fest. |

I think the OP is trying to say to complain without all the rage and mad, and don't do it on the forums where they will be mocked by the same people who ganked them.
- If you're going to quit, quit and tell CCP why in their little outgoing questionnaire.
- Don't give the gankers that satisfaction of knowing that they got to you.
- Don't rage over things that are legitimate game mechanics. It makes you look like a spoiled child.
