As per the title, I've decided to set up a new account based on the $9.95 offer. But at checkout it displays $19.95.

Did you go to https://secure.eveonline.com/buy/ to create your account? It is possible that offer is only valid if you create account there and pay at once - NOT if you try to upgrade trial account. (Just a guess.)
Also, if discount isn't much, you could consider just making Buddy Invite for yourself. New to EVE? Don't forget to read: The Manual * The Wiki * The Career Options * and everything else |

Where was that information listed?
The wording on the news post (as quoted) was misleading if that is the case.
I saw 50% off on the Launcher client. Went to the news post (as quoted in my original post). From there went back to the launcher client and clicked the set up a new account trial. Didn't know there was any other way. |

If you click the 50% off ad which is currently shown at http://www.eveonline.com/ , you go to https://secure.eveonline.com/buy/ where you can create new paying account directly. Probably news post should've had that link also.
I'm just wondering... if that new account only gets 30 days, and not usual 14+30 days when upgrading trial account, that offer doesn't seem that good. New to EVE? Don't forget to read: The Manual * The Wiki * The Career Options * and everything else |

There is also no claim that it doesn't apply to account upgrades. Which is my point of it being very misleading.

bump, multiple people are saying they're not able to see any reduction for reactivations at all..

Can a GM or someone take a look at this for verification possibly?
Either someone who posts the stuff on the Facebook page is incorrect and misunderstood what the offer was or else there's something going on with reactivations. |

I upgraded my 14 day trial last Friday (1st June) and got it for the -ú4.99 reduced rate. I seem to remember just using the upgrade option at https://secure.eveonline.com/. |

If you have tried to do the special offer that CCP put out and you ended up buying at the regular price the best thing that you could do would be to file a petition under Billing & Account > Payment Methods & Subscription Costs. That will be the fastest way for someone to help you out specifically.
