^^ Usually this. EvE is a big place, and its not like I've got ears on local chats everywhere to point me at the incredibly inept/incompetent. I do not claim any special powers to be able to find these folks..usually they seem to find me. Or at least find someone who knows of the IEEE and who can point us in the correct direction to look.
That being said, we are not quite done with the Joe Phoenix investigation. We here at the IEEE like to get our full value out of the CONCORD investigation and processing fees. And thanks to some donors, we have funding for quite the protracted investigation should it be deemed necessary.
Then again, it might be useful to call a halt to the investigation and bring it back up again at some point in the future. The IEEE is rather limited in its investigational scope. We simply do not have license from CONCORD to go through the transaction records of our targets should they choose not to undock. Mind you, the comedy involved with that would be of a very limited value due to the extremely dry subject matter, and the lack of explosions.
That being said...the load of Drone Epidermal Shielding Chunk that was in the un-tanked badger that exploded along with Joe's pod might be worth looking into for those of you who are doing inter-regional trades. --

The active investigation vs Joe Phoenix and the Imperaial Commonwealth will be coming to a close in approximately a week. As the main subject has not logged on for almost a week, and another of his corpmates (that was found running missions out of Dodixie as part of the investigation begun into our new investigation to be announced soon) left the corporation. Leaving only what seems to be a station trading alt left in Jita.
So it is most likely that no further updates on the Joe Show(tm) will occur on this thread, unless something very compelling happens. --

We here at the IEEE are not entirely sure. We just have access to this monstrous data warehouse with more documents than I can shake a stick at defining standards and practices for, well, everything. There also apparently used to be another corporation who was the 'ISO' and we also have all of those standards in another gigantic warehouse.
When the corporation was first founded, it was more of a religious order tending to these documents, maintaining them since before recorded time. Since establishing it as a corporation with a pod pilot at its head, we have been trying to take a more pro-active role. In both enforcement and the creation of more up to date standards to reflect the realities of today instead of the standards of times long forgotten.
As such, we are the premier holder of all good standards and practices that have been published for many millennia. And as such, are the experts on all such practices. The business plan is to have corporations pay us outrageous consultancy fees to certify their operations as IEEE correct or compliant, and in doing so:
a) Prevent loss from bad practices, war declarations, etc. b) Add value by following correct standards and practices which are undoubtedly most efficient due to them being of course...the best standards and practices that are out there.
We apologise for not having the direct answer to your question, I am certain that it actually exists somewhere in the library.

The Joe Show has a small reprise as the man decides to log in. And play 'cat and mouse' with a shuttle.
A bit towards Amarr, and back to Jita, the very slow chase went. Eventually ending up around 4-4. With Joe warping in at 100 from various celestials. And me trying to guess which way he was coming in.
Eventually the man decides to drop some cans..telling me that I'm too slow. Usually once I'm off grid to try and line up for a warp in on the guy....
But the 'last' time...he drops one while I'm still there....about 151km away.
I'm not sure if he was surprised or not by the sudden arrival of my interceptor, the subsequent loss of his shuttle, then his pod.
I wonder how much his corpse will go for this time? 20 mil was paid last time. --

Don't give up the investigation! LOL
I sadly gave up on catching him or his corpies due to timezone difference...only time I ever saw him was him logging in and out repeatedly in Jita for half an hour after I would get on in the evenings, and the 1 time we double teamed him in Jita, but it seems he didn't want to take out a rupture in a drake...which he definitely would have had me down pretty easily, I tried killing a drake once in a rupture, it wasn't pretty lol.

Well Joe, All I can say is that I at least can clean my house.
Anyways, these people Joe is hiring are not warriors. Most of them are miners, some of them are brand spanking new. Last weekend we watched 3 drop from his corp. The 4 day trial guy we at least talked some sense into him and hopefully he will take our recommendations on getting some proper training.
Its disheartening, and apparent in the latest Joe show, that his people don't even know whats going on even though Joe is making claims that they do. He isn't even trying to rally them, form retaliation bands, or teach them to simply watch local. He sits in Jita 4-4 and smacks in local all day.
In any case we can keep this going for months on out. I'm sure Joe will miss seeing the wonders of space eventually.
