I'm not sure which weapon specialization to get Some ppl say that pulse are better because they do more damage and have more tracking, but other ppl say that tachs are better because you can kill everything at ragne.
Or should I train both and switch it up depending on the mission?
I'm going to be using an Apoc and then later the T2 version

For the Paladin, T2 Tachyons are the way to go. For the Apoc and Navy Apoc, T2 Pulse lasers are the better choice. Train both, you won't regret it.

this mate, pulse for missions where npcs are close and tachs for anything over 35km or so

I kinda faced the same question when I started missioning again today. I went with tachyons first but then switched to pulses after the first mission. Reason being, scorch is just so good. You obviously need T2 weapons for that so before you get those, you can use beams. Using two tracking enhancers and one optimal rig I have 63km optimal with scorch (+10km falloff) and that is perfect for most everything missions throw at you. And anything up close will get barbecued by multifrequency. Pulses also track pretty well so popping smaller ships is rather easy.
It's a good idea to have both handy, though: for missions where you can choose your warpin distance, you might aswell snipe with tachs and forgo the need to tank. But most missions are not like that. ----------------------

Short answer: train both to specialization lvl. 4 Missions and Beams: Great for marauder and Nightmare for doing most, but not all missions on an easy mode (i.e. just keep your distance). Much faster for mission running, creates more isk per hour. Downside, need so sacrifice tank for the "gank". Missions and Pulse: Great for Abby. Can do all missions; however, range is a problem. Overall slower for missions. Closer range means need more tank, means less "gank". Generally speaking, you do not want to warp out from the mission, as it wastes time. Also, I would suggest an abby for missions over apoc.

You gracefully forgot how to navy apoc can use multifrequency ammo more often due to it's range bonus, as well as the fact it needs much less cap which usualy means you can fit either a better tank or more gank.

the majority of L4 missions, you will need "some" range and soo the pulses will need range fitting to work, but that means sacrificing gank/cap fittings and soo pulses = fail
a minority of the missions pulses will be great (those that start up in the face of the enemies) so you could change betwen Tachs and pulses betwen missions....
but if you are to lazy for that (which I think most of us are) you are better off with Tachs, better all around.

i have both t2 tach's and pulse i sold my pally and bought a apoc
here is my apoc set up.....
highs - 8 x mega pulse lazer 2
mids - 4 x cap racharger 2
lows - 3 x heatsink 2 1 x large armour rep 2 1 x therm hardner 2 1 x em hardner 2 1 x eanm 2
rigs - 3 x ccc
drones 5 x hammerhead 2 5 x hobgoblin 2
stats - ehp 42232 em 82.4% therm 72.9% ( i only use this for sansah/blood/drone rats) rof - 4.3sec op range - 61.8km( i offen take out 1 cap recharger and put in a tracking puter with op range script which puts me to 71.1km op) also due to fiting i change my rep to a low end faction on wen i do this
cap stable at 69% with every thin running
dmg 684/2332 (using scorch)
i have had no probs with this on any lvl4 mission i have run so far

you sold a paladin and got an apocalypse, strange choice, paladin is much better and does more damage not to mention the tractor beams bonus.
