I had to uninstall EVE because it gets confused by my employer's (SHHH!!) Web Filter. I won't bore you with details.
I usually just have to redownload and reinstall EVE and then it runs fine.
This time, not so much. I downloaded the data (at least I assume it downloaded - I wandered off while it was doing so) and came back to a screen that said:
"Archive extraction failed: 3.
Click here to download manually"
So I "clicked here".
That took me to the "offline installer" and I read the instructions. I downloaded the executable (turns out I already had it) and then attempted to download "Payload 1" which is filename "eveonline_382307_1of2.7z" Explorer scanned it for viruses and then said it could not be downloaded. I downloaded the second file on a whim, and it worked fine. I tried again to download the 1st file, and then got a screen (which I'm thinking might be from my IP or filter) which read "Gateway Anti-Virus Alert - This request is blocked by the SonicWALL Gateway Anti-Virus Service. name: MalAgent.F_114 (Trojan)"
Is something wrong with your 1 of 2 file?
Can I please has play?!?! :)
EDIT: I noticed that if I right-click-save-link-as on both files, the second file tries to download the ".7z" file, while the first tries to download an htm file. |

Have you tried already using a download manager like downthemall?
Edit: Tried downloading the file myself and everything worked fine. CCP Sputnik | Software Engineer | Team Undone Unit

Thanks for the reply. No I did not try "downthemall", and unfortnately I can't install Firefox on this computer (which the website says it requires) due to all kinds of problems it would cause with our intranet.
I did however contact my IT department (buddies of mine and former EVE players) and they too said they were unable to download the "Payload 1" file.
My other problem is I can't reinstigate the download using the installer - it basically thinks it has everything downloaded and "skips" to the error "3" message. How do I get the installer to start over again with the download? I deleted the "Program files/CCP/EVE" folder, but that didn't do it. It never actually installed, so I can't uninstall using the control panel...
Any other suggestions?

The installer downloads the payloads into your user folder (sorry cant tell you the exact location at the moment - about to leave the Office to get myself some PROMETEUS :D ) but a Windows search will find the file.
Just delete it and the installer will download it again next time you run it.
Another work around would be a reverse SISI installation: 1. Install SISI client 2. Force it to connect to TQ 3. Wait for the Launcher to "update" the client from SISI to TQ
Here you can find the introductions for SISI the only difference is the /server switch has to be:
/server:Tranquility

Alright - I found them in the AppData/Local/CCP/Downloads folder - interestingly enough, the "1 of 2" .7z file was only 1,000 bytes - same size I was getting from the offline installation site before it would error out. (By the way, Windows search didn't find them - I had to poke my nose around in folders Windows didn't like me poking around in!)
Reattempting download (got some WEIRD symbols in the EVE Online Setup window after "Initializing..." before it began downloading, but wasn't fast enough to get a screenshot.)
If this doesn't work, I'll take the work machine (laptop) home to redownload over my own IP, and will post my results here.

Update #1: Download through installer failed again - same errors. 1of2.7z file shows at 1,001 KB (not bytes as previously stated).
Will attempt from home in roughly 3 hours... |

...and of course when I got home, over my own IP, everything downloaded fine and it's working again.
I just wonder why the internet filter at my employer blocked the 1of2 file... *shrug*

Thanks for reporting back to me.
It might have failed a virus check, we still seem to trigger some virus scanners with our payloads. I will take a closer look at this as soon as I have some spare time. CCP Sputnik | Software Engineer | Team Undone Unit
