I've noticed a lot of reds with no bounties on them. Is the bounty system dead? ___________________________________________________ Idea: Train 3 alts at the same time solution. |

I dont think the bounty system ever worked.
*If your bounty exeeds the cost of a new clone, you just claim the isk yourself with an alt. |

It was never used other than the first 6 months when the reality of it hadnt dawned on some people.
Pretty much bounties just exist to make wanna be pirates feel cool.

The current system stinks, is a joke and not to be bothered with AT ALL. Indeed, as noted above, it is counterproductive as it stands. Putting a bounty on someone is almost as good as just giving them money.
Bounty hunting, despite once being a profession CCP said you could engage in, is non-existant. I suppose technically you could have a go but the reality is don't bother.
Many ideas have been put forward to improve it. A lot of them good and/or interesting ideas. For whatever reason CCP has utterly ignored it since Day #1. Why? I have no clue. Shame really since it would seem to be an excellent addition to the game if it worked as it would provide the wonderful emergent gameplay CCP prizes.
Perhaps someday but I wouldn't hold my breath if I were you.

If bounties aren't going to be fixed, they should just be removed from the game, like free-form contracts were.

The bounty system isn't even a joke. It desperately needs... well I would say "fixing" but it's so broken it's not even really a system. So it needs implementing. The broken bounty system is one half of the imbalance whereby empire has to be made too safe, because there's no practical way for an industrial player to levy consequences.

What I do not understand is, that the PvP junkies at CCP don't jump on the chance to allow PvP in high sec via a functioning bounty system. There are enough proposals how such a system could be designed, and they are ignored for years. A pity, truly.

I can think of a lot of ways that could be abused, but it might work with some tweaking.
What i'd like to see is the ability to hire a corp as bounty hunters, and the isk can only go to them when they take him out. Sure you'd get some making arrangements with the prey to split the reward, but you'd also have ones that care about their reputation above all else that people would flock to.

I try to bounty up myself every day just in case I go broke, but for some reason I simply can't add any ISK to my head? What gives?

Firstly: Free-Forms were never "broken" they were there from when CCP appreciated people getting scammed. If you read what you're doing and pay attention you wouldn't get scammed, it only caught the isk buying idiots out there.
Secondly: Yah... bounty system is ******ed. Most bounties you see today are set on people by themselves to draw fights out in low sec.
I read the forums assuming there are no trolls, only really stupid people.

Here is what I would describe a real working bounty system:
Bounties come in mission form, from either of two potential sources.
The first source would be NPCs. Instead of someone just having a bounty on them, for which you get ISK for killing, you have to go to the right NPC agent, like one that gives out such missions, and sign up for that particular individual who is to be hunted. That agent can also be a locator agent as well, if possible.
Attacking the target would, under the auspices of the mission, be no different than hitting an NPC rat in a kill mission. No security status penalties or CONCORD response either. The outcome of the mission, of course, depends on you.
The targeted pilot should, in a system with Local, be able to see the status of someone on a mission out to get them. That is, the person who has a mission to kill them is a "war target" to them and it should be evident in the status seen in local and on the overview.
The other source should be PC corporations. Let corporations give out missions to freelancers for targeting an individual player.
This would be a great way to get back at corp thieves, BTW.
I don't know what the ramifications would be if this action was on the same level of mechanics as declaring war on an individual, similar to the corporation war declaration mechanics, as I lack experience in this. But allowing a corporation to put a bounty on an individual who has griefed of stolen from them, or ganked their miners, etc, and let bounty hunters attack them under the same mechanic as an NPC mission, could make for some interesting situations.
The problem with bounties at this point are indeed what is pointed out so far with the alt-clone-pop method. I have seen people in NPC noob corps make millions of ISK doing this. But in addition to this issue comes also the security status penalty and CONCORD response. For this to actually hunt someone down requires low sec, which is not bad in itself but like a street fight that always "goes to ground" no matter what fighting style or intention was started, everything in lowsec goes to camps and blobs no matter what the reason was to be there in the first place. So a 5YO pilot with a bounty on him flying dreads in lowsec is not going to get touched and it's pointless to even try because the ISK loss in ships just to get there is too much. So to even attempt this, from perhaps an RP approach, means going at it in cheap ships that are not going to win the fight anyway.
