Interesting idea. From the keynote I formed the impression of a mobile dyspro harvesting site needing someone to scan it down and then harvest it. I also heard something about them being more common in WH (or Whiskey-space as its now known )
OFC Dyspro wasn't mentioned, but the term "Moon Goo" was used. I'm assuming it'll be high end stuff.
This is a move toward "mobile resources", to tie in with Dominion and breaking the R64 moon monopoly. I can see the idea, but do we think that "Moon-Goo" from this source will have a big impact?

Depends how much you can get out of an asteroid.
If it's only about 50 units, then probably not. If you can mine it for 100+ within a decent amount of time... then maybe we might just see a stop in the dyspro/prom monopoly. Synex Oursulaert Industries

But since comets move, how will this affect the scanning, and will you need a MWD on your Hulk to keep up with it, since comets ain't really just sitting there. -----------------

Regardless of game design , spaceships fly in space not underwater , all speeds are relativistics.

Sounds more like it's going to be small-scale production, so that individual players can get a t2 BPC and make stuff for themselves without being slaves to the dyspro monopolies.

You are ofc correct,
Match velocity with the Comet and you are in fact stationary relative to it. But if we go very far down that path my head will start hurting...
I expect yields to be on a par with gas harvesting atm. That process relies on:
1: Finding WH (scan) 2: Finding Sites (scan) then depending on your setup: 3: Kill Sleepers 4: Harvest Gas 5: Transport Gas
Steps 3-5 can be combined by a suitably equipped gang, or done in sequence by a Solo artist.

CCP can and supposedly will put an end to the dyspro/prom monopoly with a few deft cuts to the moon goo production database entries for the moons in question for Dominion. Can't have a moon goo monopoly if your moon goo supply is crap.

Why would others not have any supply? Afaik the moon goo nerf is across the board so even if you do have a few moar moons than others the difference in production rates due to the lowered material levels will be vitually nil. The whole point of dominion is to force people out of the static moon goo economy and into the new dynamic moon goo economy. The monopoly will then be determined by how many qualified probers plus the active manpower to harvest the discovered sites you have and not by how many moons that are under a nearly impenetrable umbrella of sov, cynojammers and pos guns.
