If I was given the job of re-working the current bounty system by CCP this is how I would do it.
Instead of the current system that pays out the bounty to the pilot that pods the offending pilot, I would creat a CONCORD run prison Station. When player A puts 10 mill isk on the head of Pilot B, all of pilot B's clones (that are in Empire) are moved to the CONCORD prison outpost. Say for the sake of argument that 10 mill isk = 24 hours lockup in the station. If pilot B is podded they wake up in the prison station and face 24 hours locked up or pay the 10 mill isk to get out, or they can pay the 10 mill isk in advance to clear their name which would restore their clones to their pervious stations. This would stop pilots simply claiming thier bountys for themselves and make crime painfull.

So you basically want to create a system that lets you pay to stop people playing the game?

Compaired to a system where you reward a player by giving them isk for their crimes. It'll not stop anyone playing the game, they will have to fork out isk for a change instead of claiming it as a bonus once it gets large enough.

You don't take into account how deep some peoples pockets are, some people could happily fork out billions if it meant taking an opponent out of the picture for weeks. If the victim couldn't afford to 'get out of jail' they can't play the game.
How is that fun?
The current bounty system doesn't work, granted, but taking away peoples game time isn't the answer.

You could simply just have a bounty applied to the clone the player is in at the time of setting up a bounty the player placing the bounty would not know what kind of implants you had it would all be down to chance.

Yes the current bounty system is fail but this would just be used for griefing.
If everyone here who thinks this is a dumb idea puts 50M in the send you to jail fund. You'd not be able to play for weeks.
