I think their decision has more to do with inherit difficulties in attracting a competent workforce to the ass end of the world.

early this years there was some news about CCP and a hosting provider deal to use a ex-NATO base for this purpose but there was some problems dont remember what exactly ........

Most of the world will be in 0.5 to 1.0, ares with a history of war will be in 0.1 to 0.4 and the oceans will be 0.0. Somilia is included in the 0.0 tier. On an unrelated note, Kneel before Zod! |

There's a difference between having enough raw bandwidth to be able to serve packages, and be able to do it fast and reliably enough.
If you ever hang out on IRC channels where there is developers, you will see just how unreliable the Icelandic internet is.

i have 0 knowledge about the current state of this connections but if true that a server farm like is 200 millions $ project i bet there will be a proper connection

You have to consider that from a European perspective, much of your international traffic will pass through a low-latency switching centre like LINX or AMS-IX and you probably want your datacentre to be somewhere close to your switching centre.
There might be cheap energy in Iceland but the cost of a dedicated and redundant fibre connection plus the increased latency to send global traffic to Iceland makes it extremely unlikely that the Eve server farm would ever be hosted there.

While it's all good and stuff that Iceland may be getting better speeds and bandwidth. Moving the farm to Iceland will only create more latency, since Iceland is connected to the internet via the UK.

If the best possible service gets you the best possible profits then yeah people will. If moving the server farm to save energy looses you revenue overall, then you don't move it.
