I've been trying to find a tutorial or guide that gives some current suggestions on combinations of skills that are recommended for new users but I'm not having much success. The most recent one I could find was talking about training perception and memory and it appears this can no longer be done (or I can't figure out how).
What combo of skills is a good starter point? I'm a bit lost there. I'm also curious which race combination (i'm sure they all have their strengths and weaknesses) is a good option for a newbie who plays casual and wants to get accustomed to the game.

You'll get as many different answers as there are players. I'd get the base learning skills to 4, then I'd build support skills in electronic, mechanics, navigation, and what ever offensive skills you need for your career choice.
Many will say that by getting the second tier learning skills to 4 as well will net you the most skill points during your 100% rate period - 1.8 million I believe. The only problem I see with that is that the points you put in learning skills have no real benefit in playing the game, - only in learning time. Yes, you need high learning skills but, imo, not at the expense of actual game skills. However there is no doubt that by maxing learning skills first you'll make more headway faster in the long run. However, last time I checked, that takes 77 days. 77 days of not being able to do very much. Just get out there flying, the rest will take care of itself.
I just started three new characters with the power of 2, just to test some pathways. I took my newbie to 4 in learning skills than concentrated on all the support skills without learning cruisers, or even destroyers. At 1.1 million sp this character stands well flying a frigate when compared to my 30 million + sp characters. They'd never win a fight, or out mine against them, but they'd give a good account of themselves in a frigate either fighting or mining.
Check out the EVEMon application just to check your options. Do the tutorials. Run the Epic mission arc (easy isk in a Maulus). Then join a player Corp.
Now we'll wait and see how many other posters will tell you I'm all wet.

If you (OP) are talking about skills / race to choose prior to creating the character then it is all irrelevant nowadays, but if you google for guides on the matter you will get a load of horribly out of date ones talking about this subject and then won't have a clue how to implement it.
Nowadays select your character based on appearance and storyline there are no advantages and the only difference in starting skills is Racial Frigates 2 or 3 for the relevant race, a skill that can be trained in about 2 or 8 hours.
I would suggest that if you wish to start off on the PvE side of things before going PvP, the the best racial ships to start with would be the Caldari ones. But you can choose to be a Minmatar character and then immediately train Caldari Frigates 2 in a couple of hours and after that you are in no way penalised when flying them.

1) Get Drones I and Scouting Drones I - that will give your rookie ship it's best weapon. If you are Galente it will get you two of them (then ... buy the drones). Note that you will need some money to buy those two skills as they cost more than the 5k you start with. If you lose a rookie ship - they are free. Take your pod into any base you do not have a ship in your Ships Hangar and you will be given a new rookie ship for your faction, complete with Civilian Miner, Weapon and a token unit of Tritanium. Repackage that rookie ship and reassemble it (as often as you like). Each time you repackage it the modules that were on it will go into your Item's Hangar. Each time you assemble it - it will assemble with a new Miner and Weapon. You cannot sell the weapons on the market but you can sell those Civilian Miners and people will buy them - just don't expect to make a lot of money doing that. Also, if your rookie ship is damaged - the repairs are free - for rookie ships. You can mine the belts - or - there are several big asteroids in that Crash Course mission and Two More in your Tutorial Mission - The Unending Battle (or whatever it is). You can quickly earn enough money to buy a mining frigate you can put those extra Civilian Miners you bought on while putting two weapons and the drone(s) on your rookie ship. You can also go ratting in the .8 belts with your souped up rookie ship to collect bounties and loot. All of this is just to get you a little money to start with. You can also go right into the Career Agent Missions which will also give you money.
2) Train Faction Frigate (i.e. your factions frigate) to Level III. This will let you use the Tier 3 Frigate you get at the end of the Combat Career Agents 10 mission set. Faction Frigate II letting you use a Mining Frigate. It will also allow you to train Faction Industrial I and Destroyers.
3) Do all three Career Agents 10 mission sets while training your Rank 1 Learning Skills to Level IV or V. If you get some other skill and need to train it go ahead. Survey, Salvaging and Science IV (for the tractor beams) and the Cyber skill for any implants you get, come to mind.
4) I always train Business, then Industry and then Military. There are a lot of asteroid belts in these missions - the best ones being in the Military Missions. So, if you've got your Miner and Industrial from the previous two Career Agents - you can jet can mine during these missions before you turn them in, then book mark the jet cans and your wrecks so you can come back with a salvager and your industrial. Wrecks and Jet Cans go away in 2 hours. You need to manage your time here and judge whether or not the on time bonus is worth turning in the mission for as the mission space will go away when you turn it in if no one is in there. If you are teamed up with another character - they can keep the mission space open and you can turn it in, just don't both leave at the same time. There is a very large amount of ore in these missions and by mining in mission space you can leave your ore in jet cans with less chance of someone stealing it.
4) By the end of the three Career Agent 10 Mission sets you should have a good combat frigate, a mining frigate and an Industrial. This will allow you to run other missions - which you can also mine as above.
5) Once you've got the money - then buy and train the Rank 3 Learning Skills to Level IV and the Rank 1 Learning Skills to V if you haven't already.
6) At this point you've got some experience with Mining and Mission Running - and possibly some Trading - so you can begin to have some idea of what you might want to specialize in. With your Learning Skills out of the way - you can now concentrate on that area - as well as - a lot of your support skills which you will need for a more advanced tank.
7) If you want to PvP you can jump into that any time you feel you have enough of an income to support losing a lot of ships.

I find this basic guide is instructive for people who are very new. If you already have a grasp on the basics then this more advanced guide will be helpful.
Your most important tool will be Evemon. Just feed it what you want to train and let it sort it into the most effective queue. I'm told that EVEHQ can also do this these days but I haven't tried it.
My personal advice is to switch between training a level of a learning skill to a level of a 'real' skill like Electronics. That way you keep advancing your character preventing boredom and he will still get better at training also. Exactly what you want to train depends on what you want to do in EVE. I'd advise spending a lot of time getting basic skills up (Engineering, Electroncis and so on). The certificate system will give you some pointers what skills you need to do what.

Until you know what you want to do in EVE, it's hard to choose skills to meet those goals!
Do the all the tutorial missions. They give you a peek at a lot of EVE, and award you with a few ships, several skill books, and some ISK to get you going. Then there is the Sisters of EVE epic tutorial mission arc.
I recommend training skills only to level 2, unless they are a prerequisite for another skill. Avoid training stuff to level 5 right off, unless it is a prerequisite or extremely vital skill for you. If you really want more of a skill, train it up to level 4 only. Once you know where you are going, go ahead and train level 5 where you need.
I'd recommend (random order): * Frigate 4, can't go wrong and gives you access to Cruisers. * Salvaging, so you can use a salvager for extra income. * Weapon systems skills to increase range. * Afterburner skill, as an afterburner will make missions easy. * Capacitor skills. * Shield and/or armor skills (depends on what sort of ships you want to use). * Basic learning skills: * * Instant Recall (1st priority) * * Analytical Mind (2nd priority) * * Learning (3rd priority) * * Spatial Awareness * * Iron Will * * Empathy (don't put much time into this one)
Get EVEmon and plan out some skills.

On the skills panel there is a tab of options. Check the box to show all trainable skills, partially trained skills, and only open one group at a time.
You can then right-click on them in the skill pane, show market, and buy the books.
You might also want to uncheck the box on the skill queue page that limits showing skills that fit into the queue. I think it is checked by default.

Pick a ship you'd like to fly Soon™. Showinfo it. Go to the "recommended" tab. Read recommended certificates. Open certificate planner. Look at needed skills for the above-mentioned certificates. Decide which of those skills don't apply to you. Train the rest. Done.

Right.. Did you even look at the hits that google search I linked came up with? I am guessing not because if you had then your questions about basic skills would have been answered many times over. --------------------------------------------

When you open your character sheet the first page it will be on is "Skills", this lists all the sections of skills you can train. Open up a section and you will see all the actual skills currently known. Most of the sections will have a few skills in them which are the basic set that is given to a new character, but most will only be trained to level 1 or 2. One of those sections will be "Learning", but they don't give you any of these skills at start up and you won't find anything under it. So you need to buy the initial skill books and inject them before they appear here. The initial 6 books are:
Analytical Mind Empathy Instant Recall Iron Will Learning Spatial Awareness
Learning cost 31500 Isk and the rest 45000 Isk, Analytical Mind (Intellect) and Instant Recall (Memory) are the important ones that most people start with, along with Learning. You will be directed to a School station almost immediately you start your character if not starting in one and you will find these books on sale there.
When you come to use them, right click and inject them, then open the character sheet and click "Open Training Queue", you will find a similar list of skill sections, open the learning one and you will see the newly injected skills in there, drag them across to the right hand window and click apply.
