It's a balm to relieve muscle pain, when applied it becomes really warm.
It's a sort of chinese nature-cure medicine containing stuff like menthol, peppermint and camphor. I'm sure you would feel more than warmth if you apply it to your eyes.

I suffered from this terrible afflication for years until one day I saw the light (no pun intended). Stare at the sun for one hour upon waking up, then repeat as necessary throughout the day. If it's cloudy I just gaze into my hair-dryer at point blank range. á
