So much fail in one single devblog.
Also, what is this; "Base tracking speed values of the XL Turrets will be decreased greatly to reflect their role as heavy weaponry."
Didn't we already explain once that yes, Dreads sometimes have to fire at battleships (out of siege). If you muck up XL turret tracking, Dreads will become lawn ornaments.
Battleships are already much more flexible (and cheaper to field - no jump fuel costs, much less ISK risked per DPS on the field) than Dreads. If you muck up with Dread tracking like this, nobody will field a Dread as battleships would eat them alive. In order to get a Dread vs. Dread fight, you need to have a scenario where fielding Dreads in the first place makes sense.
Right now, on TQ, it goes like this: "Large immobile targets -> drop a Dread fleet on them -> BS fleet can either try to take out a couple of individual ships while siege mode is active and possibly continue fighting once Dreads out of siege while taking considerable losses. To really respond, the enemy has to field their own capitals -> Dread fight"
Based on this, it sounds like the new plan is "Large immobile targets -> drop dread fleet on them -> BS fleet shows up speedtanking the lolXLguns at close range (where RR BS fleet excels) and takes the fleet apart (why drop your own dreads if BS do the job?) -> Dreads no longer fielded and we get to enjoy hour long BS pos/station/hub shoots"
Also, I'm not gonna even get started on the missile and split damage type stuff... it has already been said ten times over.

CCP isn't known to cut features like this so late in the game. The only thing that comes close was Combat Simulators, which was never announced nor play-tested.
This isn't just a case of not being "able to commit". Ok, so it would be postponed to a subsequent patch(Dominion 1.1?), right?
CCP has been "proud" about it's SCRUM structure and how the individual teams commit to the task they work on. Given that the teams ought to be in their last sprint(1 Sprint = 2 weeks or so), only realizing that the planning(Nor the actual feature) worked out poorly this late in the game is simply inexcusable.
What happened to Abathur's mothership implementation? It had a huge sisi-testing session that yielded great feedback. Why was it killed?
It seems like anything Nozh touches is bound to fail. Look at T3 and how it was seemingly done during the very last couple of sprints. Aren't we still missing the last subsystems for that, by the way?

There is a very simple reason that the previous Naglfar and citadel torpedo changes were hailed as an excellent update, because after that dreads with long range turrets were balanced extremely well. Learn from your success then and realize that this is a horrific mistake. Why are you taking something that was received so well and screwing with it?
This isn't a hard thing to balance, make short range turrets overlap long range turrets in performance at a decent range of distances and bam, the problem with them is fixed. If titans are too weak or too strong with the existing turret stats, then just modify the titan bonuses.

What did I as a Minmatar Capital pilot do to deserve Unholy Rage II ? After having the worst dread for years, being forced to train two capital armor types and two capital weapon types the changes made by a developer with actual game knowledge balanced it just fine. A cursory inspection of the thousands of killmails publically available would show the Naglfar being average in dishing out and taking damage. Yes, it used no cap but that is hardly relevant given the mechanisms of siege modules, something CCP Nozh is blissfully unaware of.
Now, after a few months of having an actually decent ship this is all taken away and actually made worse by having another, FIFTH capital module type forced upon those poor unfortunate souls flying Naglfars.
The changes to supercaps are best left to the ones flying those, the universal disdain and outright shock at the incompetence displayed by CCP Nozh shows the lack of insight is universal across the board. The logic in that is that the guy who wrote this blog actually assumes that 1500 explosion radius is better than 1000, and therefore thinks it's a buff.

Maybe, just maybe, instead of employing someone with a phd in economics who could not produce correct market reports if his life depended on it you should hire someone with a phd in public relations to write announcements and "dev blogs" for you. Your lead game designer sure has talent to cause PR disasters whenever he logs into his forum account, he might need someone who is equally clueless about the product he is working for, but has mastered hiding this behind perfect marketing speech.
Other than that ofc you could hire someone that actually has a clue about the product he is working for, but ever since the original crew left you showed incredible talent to always pick the wrong person for the job. We thought this time you picked the right person, only to learn that you completely throw the original design concept over in the last minute and then did not even have the guts to go through with it.
There¦s nothing worse than a game designer that throws over a complete design concept without any obvious reason (and without announcing it) AND THEN rowing back completely AGAIN after his customers up-rise. This only shows one thing; Your game designer is incompetent.

CCP Nozh, the changes that were going to be implemented were great, they were tested and people like them. You never mentioned why these were being removed. Also you seem unable to follow your own line of argument. You went "titans were supposed to be logistical backbones" and then went on to say about how they would be slightly more effective than a sieged dread.

So, I do not fly a cap ship nor am I a computer programmer/dev
But I was talking to a friend of mine that works in the IT field (Clearwire, wireless internet provider) and I told him that CCP was using the SCRUM release method.
He nodded his head and said, "Scrum is awesome because you get short little packets that you can just deploy. Unfortunately if things don't make it, you just shelve them for later. No deadlines are enforced so that company better have it right or they will fail hard."
Please get it right. I was going for an Amarr cap ships on my alt... all 253 days of training...
