Changes for patch 097898473568937.908347a (my patch notes from the future)
-AB rebalance
cap usage increased by 7.5% accross all AB speed increased, T1 200%, T2 300%, highest meta level AB 425%
-Speed
new skill , Advanced navigation, 2% speed per level new skill , advanced evasive man. 5% improved agility per level new skill , warp drive engineering 2% warp speed per level interceptors have 50% less cap usage for MWD 4x cap usage for MWD new skill , mwd specialisation 5% less cap needed no cap penelty for MWD. thorax bonus is now 5% per level more cap.
-Gunnery
Sig radius is more important than before, all weapons will have an easier time hitting large sig radiuses.
Weapon upgrades(heat sinks,gyros etc) are now active modules. when inactive effects reduced 50%, active they are 150% what they were. the cap use is heavy and the cycle time is 30 seconds and it cannot auto repeat. it is now scriptable but the script only effects it when overheated, 50% more rof or 50% more damage.
T2 ammo damage reduced slightly, the downsides of these ammo types has been removed
-Tanking
Armor repairers and shield boosters (active tanking) get 20% bonus to the amount they repair.
New skills , new compensation skills effecting active modules 2% per level.
Active modules use a lot more cap, not meant to be perma ran.
-Heat
new skills, shield,armor,turret and missile overheating damage bonus.
-Mining
Moon minerals may now spawn in asteroid form in gravametic exploration sites in Lowsec, small yields
Ice Roids sometimes spawn with other roid types.
Asteroid belts removed from overview, now must be found with onboard scanner, they now have random placement and random reseeding.
Ice asteroids ave less ice in them (-90% to -95%)
-POS
BPOs are available in LP stores for npc pos fuels
BPOs are available for fuel pellets for POS
-Exploration
cosmic anomolies spawn rates increased by 100%, 200% in lowsec exploration sites spawn rate increased by 50%
-Missions
L4 mission payout decreased. LP gain increased
-General
Rats no longer drop faction gear, they drop BPCs for the gear.(not officer+ gear) these BPCs have random runs(1-4),random ME and PE and they generally use a lot more high level minerals to produce.
pre T2 meta level gear is more likely to drop in BPC form, but will drop as normal also
Rats never drop T1 modules anymore.
Rats no longer drop cap booster charges.
Ammo Blueprints now produce 1000 units per run (minerals needed increased)
POS owners can make research slots public, if the owner pays a rental fee to the sov holder to cover the processing of research materials in stations in system. (a station or outpost must be present in system.)
Rats always drop tags and have had bounties reduced greatly.
NPC buy orders for all pirate tags are up.(compensates for reduction of bounties)
T2 shuttles are now available.
Rats sometimes drop boosters (lowsec only, cruiser and above)
BS rats sometimes spawn in lowsec. - happened.
0.4-0.3 systems sometimes spawn factional ships at gates, they will attack anyone with a -standing, they are not very tough generally but if fired upon the gate guns will fire, this is to break up and discourage camping in these usually 'gateway' systems.
0.1-0.2 gate guns do less damage.
-4.5 and lower sec status players, with bounties, are attackable in high sec.
concord no longer pay player bounties out to players friendly with the person with the bounty.
