I opened EVE: Apocrypha, downloaded the Dominion patcher, let it patch, watched it report a successful completion. When I open EVE: Dominion, Tranquility is always shown as "Unknown". Additionally, clicking on the "Support", "News", "Patch Info" tabs from the login screen give a grey window with the title "URL Error".
I have downloaded the standalone client to try to get around this, and had no success. I verified my firewall is not blocking any CCP programs, my hosts file is not redirecting any CCP websites, my router is not filter any CCP IP addresses, and am still unable to connect.
I am at a loss as to what else needs to be done, assistance would be appreciated.

Bumpage, come on CCP, I know your coders can't find their asses with both hands, but you at least hired enough high-school dropouts to monitor the forums, right?

That was not smart.
Have you tried a fresh reinstall of eve yet? Have you tried running repair.exe?

I've tried downloading the auto-downloader version and the off-line version both, 2 times each. Same problem with each install. Repair.exe gives the following log:
Version 1.0 Output folder: [snip] Extract: 7z.dll... 100% Downloading index file: http://eve-online.com/patches/repair/clientRepairInfo_117956.txt Download failed with error: connecting to host Error Level: 2 Log file: [snip]
Again, I've made sure firewall/router/hosts file is not interfering, and everything was working just fine right before the patch.

Try the below in order. If any of these work do not move to the next.
1, Try C:\Program Files\CCP\EVE\repair.exe 2, uninstall EVE and download fresh 3, Get a fellow eve player to change your training skill, while you post frantically on the forums 4, Cry

Never!
Your right my eyes must have glazed over.
I was going to say get a copy of Repair.exe from someone else, until I realized that the integrity of the client probably isn't the issue
Your connecting to the CCP servers with your Internet Browsers but your EVE Client isn't.
There are other Issues related to reduced or laggy connectivity.
Looks like a network upgrade they forgot to mention in the Patch notes.
So is the new EVE client incompatible with a specific OS or ISP type?

On the chance that it's related to the OS, I'm running 32bit XP Pro on a 64bit Core2Quad.

Okay CCP. Enough of your horse****.
I found an old standalone installer for Quantum Rise. I uninstalled dominion, cleared everything out, and installed Quantum Rise. Guess what? It can see Tranquility. It says there's a new patch available, 2400MB in size. I'm downloading it now. So my setup still sees the server with everything BUT Dominion. So what the **** did you ***gots change without adding any documentation? I'm ****ing tired of this.
I'll update once the patch is downloaded and installed.

You know what? I thought I'd try something clever. I downloaded the EVE demo through Steam, I figure, hey, maybe it'll connect differently, right? Wrong. Still doesn't connect.
CCP, you ****ed up your Dominion patch, I'm still waiting for a response as to why I've been unable to log in for 6 days.

The best thing you can do with this sort of issue, if you haven't already done so is file a petition.

Excatly the same for me.
Restarting client it will sometimes recognise the server but on trying to log in get Socket Closed.
Event tried downloading and installing a new client which worked once then dumped me out the game and now getting the same problem.

That's adorable, but petitions have already been filed. Two, in fact; one was a (hopefully) emergency petition to get skills changed by a GM since I cannot log in, and the other was a thorough technical petition explaining the problem. Neither of them have been answered.
As others have stated, they have filed petitions as well. Pray tell, what other shining pearls of wisdom might you offer us?

Keeping this on the front page till CCP posts an acknowledgment/solution. I WILL be expecting this time credited to my bill, by the way.
