I am trying to build a new character up to use and fight a drake. i have him close to using a drake (few hours yet) but I am overwhelmed on what combat skills to train and to what level. Can someone give me a list of what to do or is this question out of line?

well what're you using the drake for ?
assuming missions you need to look at what you want to use. heavy missiles launcher - piles of stuff that fx these prolly large sheild extenders prolly sheild amps prolly balltic controlls
work on getting those to the tech 2 variety look at all the missile stuff you can get get it all to at least 4
get evemon and use it to setup a plan.

Eve lists recommended certificates (which are essential groups of related skills) to have for every ship. Your not required to have these certificates to fly the ship, but they are essentially CCP's answer to your question of what skills should you train to fly the ship well.
Do a show info on the Drake and go to the recommended tab. The Drake lists three certificates, each of which you can right click on to open up in the certificate planner to see what skills are needed for each certificate.

Generally once you get the basic certificate that CCP recommends, taking those same certificates to higher levels will probably be beneficial to you as well.
(If a ship recommends Basic Armor Tanking, you'll probably notice a benefit by getting the Standard Armor Tanking certificate)

Here's a list. Start by training everything on this list to level 3 (at least what you can plug in). Then you will have somewhat usable Drake character. After than start bringing up these skills to level IV.
Engineering V Electronics V
Shield Operation IV/V Shield Management IV Shield Upgrades IV Tactical Shield Manipulation IV Energy Operation IV Energy Management III Energy Grid Upgrades III Long Range Targeting IV Signature Analysis IV Targeting III
Missile Launcher Operation V Rapid Launch IV Missile Bombardment IV Missile Projection IV Heavy Missiles IV Guided Missile Precision IV Target Navigation Prediction IV Warhead Upgrades IV (Heavy Assault Missiles IV for pvp purposes)
Drones V Scout Drones IV/V (V is for T2 lights) Drone Navigation III Drone Sharpshooting IV Drone Durability III Combat Drone Operation IV Drone Interfacing IV If you get Scout Drones V then plug in Gallente and Minmatar drone specialization skills and train both to III
Navigation IV Evasive Maneuvering IV Warp Drive Operation III
Social IV and Connections III/IV if you plan on running missions with him.
