i often see posts like "orbit at 13km outside of XYZ range" but how do I do that?
also how do i use the keyboard for pvp--i just use a mouse, so are there any really good hotkeys for pvp I should be doing?

Right click the orbit autopilot icon. Type in a number.
You tend to orbit a bit wider than whatever number you typed so experiment. Orbits are a bit elliptical and will shift as the other ship manoeuvres.

Right, there is a difference between setting a specific orbit and a 'manual' orbit. Like the previous poster, set up your specific orbit distance by right clicking the orbit button on the User Interface and typing in your distance. The other way I'm unsure how to orbit as I have no experience as a Interceptor Pilot, something to do with continually plotting new manual directions to make an 'orbit'.
Hot keys are set up as your f-keys, I use them all the time, if you have questions on what those hotkeys are, press escape in game, and look for your shortcut menu, that should solve a lot of your problems.
If you want it to be completely like WoW with the WASD interface, sorry, EvE don't play that way.

Yeah. To manually orbit you just keep double clicking until your LMB wears out.

Manual piloting is rather more than selecting an orbit distance, the basic procedure is to double click in space, move screen, double click in space, move screen, double click in space, move screen......
Because your mouse is busy maneuvering your ship, your keyboard should be mapped for shortcuts for each active module, overheat for each of these modules and drones of you have them.
I'll use jaguar vs crow as an example but the tactics are similar in most fights where one player is trying to kite the other.
Jaguar - mwd, scram, web, autocannons - will murder the crow if it gets within 10km but can't do damage outside that range.
Crow - mwd, disruptor, light missiles - can hold tackle on the jag and do damage out to 24 km so must use its speed advantage to stay within a 13km to 24km range.
If the crow simply sets a 15km orbit and the jags set a 500m orbit then it would be an easy game for the crow so most jag pilots will head in a straight line and then flip direction while overheating modules.
This is a standard procedure and works well because if the crow is using the 'orbit at' function then the jags' new vector will cross the orbit path of the crow.
To counter this the crow pilot has to try and predict the movement of the jag and have his screen pointing in the correct direction so he can double click the moment he notices any movement in the jag.
Usually i would try and overheat my disruptor just after the jag goes into a straight line and move towards the 24km mark then switch overheat from disruptor to mwd as the jag moves. You want to be overheating for as short a time as possible because burning your modules out will remove your ability to counter the jag.
The fight tends to continue with variations on these tactics until one side wins. Using a crow to hunt AFs is about as close as you'll get to twitch gaming and doubly fun because it's so easy to screw up and loose your ship. _________________________________________________ Lifeboat ----> + Human |

A good way to practic orbiting is to carry some throwaway items in your cargo hold to jettison and use as targets. Fly out 100kms or so from the station, kick out something, and use that jet can as a target. Use the tactical scanner and hover your mouse over your gun to see its optimal range. Thats a good basis for setting your orbit range in your Overview. You can also open your Fitting window while in space and look at the info on the guns to see their optimal ranges and accuracy fall-offs, as adjusted by your current skills and fitted modules.
This is also a good time to learn to "kite" toward a target. "Kiting" is indirectly flying at oblique angles to a target while making the best use of your transversal velocity. To kite; you start with the target at the edge of your screen. Then you fly at maximum velocity and click and turn your ship toward the target in increments until you reach orbit range. Practice kiting and orbiting on your jet can targets, then practice on belt rats. This is useful to learn because you don't want to approach someone directly while in pvp.

Manually orbiting is also very effective when you're fighting a bigger ship than yours.
An Ishkur (or any assault frig) can kill a Brutix, but the 500m autopilot orbit is simply too wide to not take any damage, so you have to keep double-clicking in space to be so close that you almost bump it.
The final 60k when approaching a sniping ship like a Zealot or an Apocalypse is also by manually orbiting to reduce your range slowly without ever flying in a straight line.

Since the orbiting issue has been covered, I'll respond to the second question.
You can activate your active modules with the F1-F8 keys, plus the ALT+ an CTRL+ variations thereof.
Unfortunately, EVE's keyboard support is rather lacking, but there are a lot of things you can map in the escape menu under the shortcuts tab. If it isn't there, you'll have to do it the slow way with a mouse, unfortunately--this unfortunately includes pretty much all forms of maneuver. EVE really needs things like "approach", "orbit", "jump", etc as keyboard-mappable functions.

I'd rather deal with that than "who is willing to give himself carpal tunnel syndrome by repeatedly clicking onscreen buttons instead of real buttons with his other hand wins".
Seriously, being forced to click an on-screen button instead of being able to hit one of the hundred or so physical buttons available right in front of me is the silliest UI decision ever (and I don't just mean in EVE). The computer mouse is a wonderful invention and is very good at many things, including visual manipulation and moving a 3D camera. What it is far inferior at, however, is inherently "digital" functions, like hitting a button to perform some function.
It's obviously already possible to make bots and macros--you can script mouse movement and button presses. I don't accept blaming poor interface design on not wanting to make it easier for people to bot.
