Hello,
I am interested in flying a fleet support ECM ship. I am starting out in a a Blackbird and my question is: What skills are important to learn to fly this ship efficiently? Right now I have Electronic Warfare upgrading to IV with Frequency Modulation and Long Distance Jamming queued for II each and Electronics IV is also queued.
What other skills should I invest in for my current goal? Also what should I plan on training for more advanced ships?

Look up the ECM certificates in game.

Yes I saw those.
I supposed I should have mentioned that I am training those and my question was more "What other skills(both ECM ones not outlined in the certification and non-ECM skils vital to flying said ship well) should I train?"

Off the top of my head:
Electronics Upgrades - signal amplifiers Long Range Targeting - range is your tank Signature Analysis - whomever locks first, wins Targeting Multitasking
Electronic Warfare - less cap Frequency Modulation - more falloff Long Distance Jamming - more optimal Signal Dispersion - more signal strength
Drones 5 Scout Drone Operation 5 Electronic Warfare Drone Interfacing 5 Drone Navigation 5 Drone Durability 5
Along with the usual cap / shield / armor / structure / repping / overheating / etc. skills

Although drone skills are a must for any character, I'm not sure why he would want these, since the blackbird has no drone bay.
ECM operator: standard will get you the basics
Other important skills:
Caldari Cruiser 4 Long Range Targeting Long Range Jamming Signature Analysis Energy Pulse Weapons (drones are your enemy)
Important Certificates: Core Competency Basic - Lots of good stuff in here.
Try and stay away from tanking your blackbird. Something like this will work well:
3 medium Smartbombs 1 Salvager
5 Racial Jammers (2x Caldari) 1 Sensor Booster II
2 "Hypnos" Signal Distortion Amplifier
1 Particle Dispersion Augmenter 1 Capacitor Control Circuit 1 Semiconductor Memory Cell

Good point. I pilot a Scorpion though, hence I got carried away.

Don't do this. Having a minimal buffer on your ship means the difference between dying to an unjammed frigate or a successful win for your team. No point taking your ship into a fight if you have to keep warping away to survive or die the instant a drone sneezes on you.
If you don't want to sacrifice mids for a bit of tank, you can stick a 1600mm plate in the lows. For that, you might need to train up some armor tanking skills (hull upgrades will do).
