I would love to see a new advanced set of rigging skills that would allow a far greater degree of ship customization than is currently possible.
The way I could see it working is like this: The requisite for the base skill is level 4 in all non-weapon rigging skills, and a level 4 in any ONE weapon rigging skill.
The base skill enables advanced rigging, and provides something like 2% decreased CPU usage of ALL mods, per level. This is due to the capsuleer attuning the ship more closely to his neural patterns. Once attuned, the ship can never be sold, traded, or insured again.
The modifications would be large-scale, and would require manufacturing capability. There are no pre-made "Rigs" it must all be done by the capsuleer who is attuned to the ship.
Examples of modifications would be: Moving one power-level slot to another power level (So taking the utility high you have no interest in ever using and moving it to where your tank is. . .) Increasing cap recharge at the expense of the total power grid or CPU, increasing grid at expense of shields or cap. . . decreasing shielding in favor of armor, and vice versa. Everything would be moving a resource to a related resource, and each TYPE of modification would require a degree of skill in that style advanced rigging.
Some examples: Start with a machariel, move its utility high down to medium. Decrease its armor and structure in favor of shields and shield recharge. Bask in the glow of now having an efficient shield tanking Mach. . . that is unGODLY expensive and took a week in manufacturing to modify.
I see this being useful for people that strongly identify with certain ship hulls. . . customizing and personalizing them in the way the "officers" of the pirate factions are supposed to be doing to their own ships. It would also alleviate some of the "But * ship is broken because it has too little blah and too much blarf!" A person with acceptable skills could buy the ship and modify it to their needs themselves.
One of the major portions of this that I would like to see is being able to swap out drone bay and bandwidth in favor of turrets or launchers, and vice-versa. Also, being able to swap turrets or launchers in favor of a dedicated drone link (but not bandwidth or bay size). So, for example, a person could take a dominix and remove all 6 turrets giving themselves the ability to handle 6 more drones. However because the bandwidth isn't increased, they could still only handle a max of 5 heavy/sentries. Or they could swap out 3 turrets for bandwidth/bay, and 3 for links, letting them handle 8 heavy/sentries. All a balancing act. Similarly you could swap launchers for turrets and vice versa. One per level in the skill.

what your asking for already exists its called t3 just give time for ccp to do more levels t3 frigs are at the moment supposed to come in march then we will most likely get the rest as time goes on

The fitting slots are afaik hardcoded, so changing these around is not really an option.
Other than that: balancing is already a hard thing to do, so I can't see CCP touching your idea with a 10 foot pole.

Introducing every class lvl 3 ship is surely nice thing to have (as it CCP planning), but having another modding posibilities for ships is nice.
Mobing os slots - I think not, but another sound interesing. Like you can done one modification to each main subcopoment (hull, core, shieds).
Each costing e.q. 70% of price of new ship (to simulate difficulty of modifiing). For core you can e.q. increase capacity/recharge rate/powergrid output by 10%. For s¿hield mods. simmiliar to core. For hull you can modify hull/armor/cargo hold size/drone bay size.
And mayby you can have only one modification of all above.

also this is not World of war craft. to have a ship that is tied to a player is not eve like atall. its just another way ofr care bares not to llose stuff to other players, i get new ships by making other players eject from thers it a way of living, and if i came across one of these ships i would have no choice but to destroy it and the pilot for being noob enough to alow me to catch him. it also stops the honest pirats (if there is such a thing from mahing the extra bit of isk :P
