My Gall Navy kill agent gave me that mission and it was for 4 jumps. I assume CCP just hate haulers on principle or something

Does the abort/decline button not work for you?
Declining does not hurt your faction standing and only marginally affects your corp standing.
you'll make that corp standing back up on next mission.
I don't understand how you couldn't complete 19 jumps with one stone in the aloted time for bonus. You do know you can communicate with your agent at drop off point and complete?
the obvious comes to my mind........use a faster ship or decline it
Baffled at the whole point of the post actually

Declining does not hurt your faction standing and only marginally affects your corp standing.
you'll make that corp standing back up on next mission.

- I was using a frigate that went 229 m/s.

The bottom line is simple, S'Daria.
When you got to the drop-off point (15 jumps if I read correctly) you "should" have completed the agent mission at that station. Anytime you land there shows a "Mission In Process" on the right. When you landed and dropped off the stone you could have communicated right then and there with your agent and said "I'm done". You would have received all of your credits and bonus, then been able to take your sweet time flying all the way back to your original starting point.
As a side note: AB's? MWD's? These make a HUGE time difference from the "warp in" point (15km) to the "jump point". Just food for thought.
As a final side note: You can look at the number of jumps and route while your agent is OFFERING the mission....hence the possibility of saying "NO" to the mission. As stated by others earlier....the backlash is relatively minor in the long run.
Better luck next mission.

just two days ago I declined a mission by letting the 24 hours expire on purpose.
my very next mission was an important and an implant important. as long as your completing more missions than failing or declining by atleast 2 to 1 then your safe there although I wouldn't recommend declinine every third one.
only declining "important missions" really really hurts your main faction standing but declining non important mission here and there is minor in that respect.
and yes when you dock at location for final mission destination, look at the agents tab on the right, you will see you agent at the bottom of that agent list.
rightclick your agent and communicate as if you were at home station. complete and done.
you can also do that for kill missions that may be 8 or more jumps away. when done killing......dock at nearest station, communicate, complete......lolligag your way back.
229m/sec frigate...... ouch ouch ouch, that hurts. not trying to harrass ya S'D but man expand on your navigation skills a bit and get a mwd on that frigate. hit up that accelleration control skill for a couple lvls.
