Something like this: the lower sec the system is the faster you train skills. This would make people want to move to lower sec systems, and still give null the biggest bonus. CCP wants more people in null, so lets start with this.
Maybe have it on a curve similar to having higher implants the lower sec you go? I know most guys who fly in low/null don't implant(flying naked like I usually do) or run with cheaper low implants.
Naked clone with 16/23/15/23/16 in a .3 or .4 sec system would train as if it had attributes of 17/24/15/23/17. Naked clone in a .1 or .2 sec system with same base would train as if it had +2. Naked clone in nullsec would have same attributes as if he'd have +3s. This offsets the lack of implants to a limited extent without overpowering the training speed people who fly with implants in nullsec.
I'd feel comfortable with this system for 2 reasons: 1: the implants themselves: +4s are mildly reasonable, but not when you risk 110+ mill to bubbles in nullsec. Same with smartbombing battleships in low. Only the really stupid or really rich would dare to fly +5s in null. +2s or +3s would be the sweet spot for implants to gain the same effects as +5s in empire. 2: only the stupid rich could afford to fly with high implant clones in null. But even their wallets will take a serious beating after losing a few sets. Now, this would turn implants into more of an ISK sink than it is currently, and also may drive up demand a bit. I'm not even going to start with the nice faction implant sets there.

Just curious, why would being in lowsec increase your speed of training? What's the rationale for this bonus? ------------------------------------------------ You either need a punch up the throat or a good shag.
Nobody round here is offering the second one therefore your choices are limited! |

CCP wants to move people to null-sec, but they also want to attract new players and brush away the growing belief that new players can never catch up to older players. That's why they added the 100% training bonus for first 1.6mil sp, and why they have said several times that the learning skills were a serious game design mistake. If skills trained faster in null sec than higher skilled null sec players will begin learning faster than new players... increasing the gap CCP wants to reduce.
We don't need to manufacture ways for more experienced players with more money to be able to learn skills faster. If anything more ways need to be manufactured to do the opposite. Here are just a few ideas:
-After a certain amount of sp character will have the option to split their training speed between characters on that account. Maybe one point to be able to split between 2 and a higher point to be able to split between all 3. For example you could have two characters training at 50% speed each. you could also do 60/40 or any split you like. this may encourage players with characters that already have most the skills they need to slow down and turn some attention to a same account alt.
-Increase the beginning training speed duration, but have it taper off. So something like 1.6mil at +100%, next 0.8mil at +50%, next 0.4mil at +25%.
-Here's the one i KNOW people are going to hate me for. add a training penalty when you die. For some period of time after you enter your new clone, you receive a penalty to your training speed. "I gets my salvage, I builds my rigs, I makes my moneys. Don't call me a ninja." |

CCP should achieve this through offering content and not punching in the face of a large part of the playerbase.
New players would start to complain not only that they can't "catch up" and be competitive to older players because they have to sit in stations to learn skills, but to "have" to do it in low sec.

With the risks comes the rewards, you can't have your cake and eat it as well. If you want the reward of being in lulsec, you get the payout. If you want the advanced training time, you head to highsec where there is less chance of getting "fornication with your cranium" and loosing implants

So I grant standing with a corp that has a low sec station. Use a covert ops to set up a jump clone with a set of the best learning implants. Then ever I am not going to be playing for 24 I jump clone to get a bonus to learning without any risk as the clone would not leave the station? Macrointel, the place were the nature order of the universe does not hold sway. Pirates and ore thief's are congratulated by carebears for the actions. |
