i stumbled in russian forums, on this video. dude says that it made his ship skid a bit, and feels heaver.

I can't confirm when this started being possible, but i can confirm it can be done given a few conditions must be met.
I could explain a step by step process from scratch, but that'd be way complicated for many to follow without a...
Visual Aid! Which you've already provided.
As you all know, when you undock you are going a lot faster than your top speed, and depending on your ship size/inertia, it slows down to your max speed after a few moments.
Given that you have JUST undocked and your screen fades in, immediately right-click/warp to something ALMOST exactly opposite your ship's direction (In Lamen's terms, warp to something almost directly behind you). IF you are in a BS when you do this, your ship will skid.
This does NOT work if you use the Approach command. Only with the warp command, that I've tested so far on SiSi in FD-MLJ.
I have only found one other way to do this besides the undocking one, and I will explain it as follows:
Best if you do your FIRST test with a cruiser. I used a stabber to start but it works with all the ones I've tried, which is dozens.
How to Skid with certain ships
1. Fit a cruiser with a Cruiser-sized MWD (Use BS MWD later on for giggles). make it cap stable so you can repeat this without having to stop.
2. undock.
3. stop your ship.
4. Locate a landmark such as a stargate in your peripheral view, not the menu.
5. Fly almost directly in the opposite direction manually, by double left clicking in space in the opposite direction from the stargate.
6. Activate your MWD as you do this.
7. Watch the cycle timer on your MWD module. When it is about 75% of the way there, right-click/warp to that stargate you're flying away from and IMMEDIATELY disable your MWD. As soon as your cycle ends you'll be mimicking the OP's video scene, with your own ship. Yours will skid, moving backwards from the direction it is facing, before gaining forward momentum again.
It seems this effect is only possible by recreating the effect of having more than 100% of your ship's maximum speed. When you are going faster than your max speed, you can do the skid if you warp to something behind you.

heavy fitting would add to the trick. max out low with 1600 plates, would add a lot of additional inertia factor.

I can.
There is a recent change on SiSi now that produces what you call "skid". There is no change in game mechanics whatsoever. If your ship "feels" heavier, well, that is merely a change in perception, not in mechanics. The mass is the same, the align time is the same etc. the only change is that the ship will start to rotate towards your warp destination immediatly instead of first slowing down. But since your ships warp is determined by your velocity vector and not the direction you're facing this is merely a visual change.
I personally think that this is cooler... I may yet change the Approach and Align To to behave the same if people generally agree to that statement :)

What exactly you aligned the ship with? Its acceleration vector? Seriously, this could look cool. Considering we have top speeds, a mix of the two could look pretty cool, but maybe that's waht you already done? -- Fanfest memories : I looked in your eyes And I found the galaxy Now I'm stuck in eve.

Just before Quantum Rise was released you had some very nice particle effects added to the stargates. Unfortunately they were also really buggy as they were using the the viewer and not the stargate as a reference point (making them end up all over the place if orbited the gate). Considering you seem to have fixed the particle system now (ship explosions using the ship and not the viewer as a reference) will we see the particles at the gates reintroduced soon?
