Lets say you had this really good fleet. Bunch of members all with max skills. This 'mining fleet' has a Fleet Commander, Wing Commander and Squad Commander with skills of all V's.
They are in fleet, each in a ship that provides Mining Link bonuses to the other members of the fleet.
My question is, as a squad member in a hulk, would I benefit only from my Squad Commanders Mining Links (as he is the 'Squad Booster' OR would I get a cumulative benefit from the Fleet, Wing and Squad commander each as they are each designated as the 'booster' for their place in fleet (Fleet Booster, Wing Booster, Squad Booster).
What I am wondering is mainly if its possible to further extend the range and decrease the cycle time of strip miners via these bonuses?

You get the best boost in your command tree and only that. If your SC has Foreman 4, your WC has 5 and your FC has 4, you will get the boost of a 5, and only that. However if they have, say, 5/3/4 respectively in Siege Warefare, you will got the 5 there too, it's whichever is highest, but only that one. So, no, you can't stack fleet bonusses, you only get the best one of any given type.

There's three different boosters, squad, wing, and fleet. In order for the bonuses to be passed down, you have to have the right fleet configuration.
In my mining fleet, my orca pilot with the Mind/gang-links is setup as the Wing Commander, and one of my Hulk pilots who has Leadership V is setup as the Squad Leader. I revoke his squad booster to have the Wing Commander's (Orca pilots) bonus passed down to the squad(s).
With my fleet setup and composition: Orca with ganglinks: laser optimization and mining laser field enchancement my mining fleet gets the following stats:
+15% yield (from Mindlink implant) 22km range and 137 second cycle time

You don't need do to do this.
The highest bonus in the command chain is used, regardless of who has it (fleet, wing, or squad commander) so long as the command chain is unbroken.
Open the fleet window and mouse over the green check mark in the upper left corner, it will tell you who all is giving that character bonuses. - |

And yes - this means if your fleet commander docks - all his bonuses will dissappears until he undocks again - same goes for WC and Squadie Leader. This also breaks the chain of command for the fleet structure so be mindful that your boosters are not docking every 5 minutes - especially for repairs in the middle of a battle for instance.

in this scenario, does the wing booster take over effect when the fleet booster is docked or out of system?
say for instance; you have a squad booster with mining foreman lvl 4 and a wing booster w/mining foreman lvl 5. if the wing booster leaves system, does the squad get the mining foremen lvl 4 boost from the squad booster while WC is out of system or docked?
