I believe you only need level 1 to be a CEO. Your skills do not apply to the corp unless you update it.

A freshly made character with no additional skills trained can take over a corp. I just did this yesterday.

Just because I'm anal about checking my facts when posting on the forums I checked ingame by resigning my alt as CEO from EACS. EACS currently has 55 members but I only got the option of appointing 15 to CEO. Obviously this doesn't fit with the idea that anyone can become CEO. I assume the 15 characters to choose from are characters Corporation Management I or higher.
Perhaps people without that skill can become CEO if noone with that skill is present in the corp.

That is indeed correct. You have to choose someone that has the skill trained first. If no one has it trained then you can pick anyone in the corp.

This is how it works..... If you resign as CEO of a corp and there are members of the corp that have "corp. management" trained (to any level) then you can only nominate one of those to replace you. If there are no members with the "corp. management" skill trained then the requirement is waived and you can choose someone that could not actually create a corp.
But then again, Corp. Management I takes how long to train and costs how much? Not exactly a real problem to bump it onto the char you require. Just remember not to update the corp

What a coincidence. I finally saved up the ISK for the corp management skill and was wondering about replacing a CEO and what happened. In particular, I was wondering about Ethnic Relations - could the new CEO not have a high enough ER*CM for the existing members.

The Corp Management skills of the old CEO are used until the new CEO manually updates with his skills in the corp interface (which might be never, the game doesn't care).
