Supported if the chance of concord help is a chance, not a static rule. Some rules are best left 'fuzzy', and any gradient of the 'penalty for low sec status' curve must be one of these grey areas left grey.

Maybe not exactly random. Consider this potential: If Concord has it's own separate scale for response, it could be interesting if the empire faction liked the pilot well enough to respond even if Concord did not.
Now, that would have a couple of details: The faction forces are not considered as powerful as Concord, nor are they required to win. The pilot in question must have a positive status with the faction. (Logic: They would always show up except that they are happy letting Concord do it instead whenever possible) Cloaking being on a ten minute manual cycle timer? (Author: Bree Okanata) Fine. As long as there is a ten minute timer for being docked in a station. Also, you can't stop moving in the game. Just add in a way so every ten minutes you are randomly warped to the nearest other player. Keeps people from going AFK. |

I waited for some clarification on that last bit. None came.
It reminded me more of someone with Tourette's syndrome than a reasoned response.
