Hey guys I have a question regarding exploration. It seems like most sites are protected by rats regardless of whether they r grav, mag, radar etc. So is it not possible to do them just in ur cov ops scanning ship? and if u do draw aggro in ur cov ops is it pretty much a death sentence for you? I am fairly new, can fly a cov ops but for combat ships only a cruiser so I'm not sure if I can actually do the sites I find. Please give me some advice, thank you very much.

General practice is to bookmark a site of interest and then return in an appropriate ship based on the signature. This is certainly do-able, but in high-sec can be quite laborious due to the higher population competing for these sites which can require you to roam a dozen systems or more before you get a decent hit.
If you're looking for a "Do it all" ship, your options are really the drone ships such as the Arbitrator. They allow you to fit full exploration kit while still having some form of DPS and tank, which with even mediocre drone skills should be able to handle the high-sec sites. However, you will need slightly better scanning skills than you would need for a covops and you won't get through things as quickly as a dedicated ship. You're basically trading site location/completion speed for convenience.

If you're looking for a do-it-all ship: Strategic cruisers.
Just don't expect to do it on the cheap (relative to a covops+Arbitrator setup, or similar).

Most of the Radar and Mag sites found in high security systems will maybe at most have 6 NPC Pirate Frigates guarding the cans. They are like the ones you find in the Asteroid Belts and are easy to kill. The Grav sites are also like the Asteroid Belts.
I suggest going to systems that don't have a lot of player traffic/travel for exploration. Do a full system scan and bookmark all the sites first, then switch to combat ship with the codebreaker module fitted for the Radar sites and do all of those, then refit with analyzer and salvager for the Mag sites. If you disturb the site and then leave/dock to switch ships, those sites will despawn and all you'll have is a bookmark of wrecks with no cans to loot.
You can also have someone fleeted with you in a combat ship and give them the bookmarks to the Anomaly's which you can get from doing one scan and let them go play in those or the Asteroid Belts until needed.
As for the Cosmic Signature Combat sites, you can check/access the gate leading into them while in your pod to get a message saying what type of ship class is allowed. If it says Battle cruiser is the largest, then you know it's a 4/10 site. Since you're new, probably better to stick with 1/10 to 3/10 sites until you skill up and have a good ship fit.
1/10 = Frigate 2/10 = Destroyer 3/10 = Cruiser 4/10 = Battle Cruiser 5/10 = Battle Ship 6/10 to 10/10 = Fleet with support/logistics
Save the worm holes for later when you get skilled up and have a good small fleet with you. You can go in cloaked and scan them with one combat probe to see if it's occupied. If not, switch to exploration probes and bookmark all the sites and check them out while cloaked. If it's worthwhile, get the fleet and complete them. You can also have player Pirates entering the worm systems too and the sleepers are tough enough without having to deal with PvP at the same time so keep watch for that.
For low/0.0 security systems, that's more of a larger fleet action since you'll have player pirates gunning for you most of the time and the NPC rats are bigger and tougher than what you'll find in high security systems. Course the loot/isk will be bigger as well.

DeMicahael describes exactly how I do it. I only use Cov Ops to find the sites or explore WH's. I have fittings for all the size of ships with a module or two removed (usually tank as the NPC's are weak in hisec) and the relevant modules for the site fitted.

If you'll scan in a non-covops ship, you might want to look at implants increasing scanning str. You can get the PPH-1 implant quite cheap.
Running sites with two ships might be pretty tiresome, and restricts you to a couple of nearby systems. You loose a lot of time, and there's an opportunity for someone to snatch the site while you're away. --

I have done High sec sites in the cov ops. it's slow killing the rats with only one launcher. But it's quicker than going back for a ship. Mainly I stay focused on radar sites. But the cov ops can handle them if your careful.

Download Ombey's 2D maps and print the regions of most interest to you. I had thought hi-sec exploration was futile, but you might find setting up operations in a smaller out-of-the-way region pleasantly surprising.
Get used to switching ships, and keep your combat/hacking ship in the vicinity. Check out each system in a constellation, when you scan down a radar site for example, pull in probes, change ships, and do the site.
Yeah, its more time consuming than doing missions, but the boring grind factor is much lower.

I actually use a Force Recon Cruiser for high security exploration. It's fitted with Covert Ops Cloak, Sisters Expanded Probe Launcher, Salvager, Codebreaker and Analyzer modules as well as offensive and defensive modules and Drones. It can complete hidden 3/10 combat sites, hidden 3/10 DED complexes, Radar, Mag and Cosmic Anomaly's.
For the Combat/DED/Anomaly sites, I'll refit the cloak, probe launcher, Analyzer and Codebreaker for more defensive and offensive modules.
With Escalation from those sites, I'll refit the cloak since the expeditions usually end in low security systems.

Try dual-boxing if you can. I run two accounts for exploration, one in the combat ship and one in the covops with analyzer, codebreaker, etc fit. Seems like a waste of time and energy maybe, but in 0.0 it's invaluable.
