- An auction to buy your way into the tournament. - A flagship with no limits on its modules (unless I misinterpreted the rules on them).
I feel like these new rules will skew this tournament towards larger richer alliances vs smaller alliances. Alliances that own a decent amount of profitable space with moons, that don't blink an eye over cap ship losses - won't hesitate to bid on auction slots to a degree that smaller alliances won't be able to compete. I think the same can be said for flagships - larger alliances won't blink at fitting up maxed out deadspace/officer gear on their flagships - whereas a smaller alliance will not be able to risk multiple billions on a flagship.
I really enjoyed the last tournament (especially some of the fights we barely squeaked by on) - it actually helped foster greater cooperation and teamwork within my alliance afterwords. I can deal with not getting in on a drawing, but I'm not a fan of being able to buy your way into the tournament, which will favor selection of certain groups of pilots over others.
I know there isn't a way to make these things satisfy every pilot in Eve. I just wanted to voice my concern.
I suppose we'll see how this tournament goes, but I tend to believe that larger/richer organizations don't necessarily have better small scale combat pilots.
Just my 2 cents...

Basically yes, except the repair unit limitation and may not fit remote armour repair modules, remote shield transfer modules, or cloaking devices.
look at it this way, this is an expensive prestiges tournament, it is way more fun if there is more to be lost. It is more satisfying to defeat disgustingly rich people with your low budget tactical setup if you happen to win. You can clearly design a low budget setup hat is completable. And lastly, if you want, you can design an very expensive flagship and raise the funds for it when you happen to make it to the finals, in witch case your prize is likely higher then the loss in case you lose. Your opponents must not know that that ship might be over your budget for the qualifying rounds etc etc

I think you're overestimating how much these slots will go for. Especially with everything that's going on, plus the recent 0.0 changes, I can't imagine major alliances spending obscene amounts of money on a slot in the alliance tournament. I could be proven wrong come auction night, but that's what I think atm.
Bottom line though is that the alliance tourney is meant to be expensive and the auction system gives some folks a chance to get round the random selection, and in turn giving the smaller alliances a better chance of getting in through the random system.
Is it perfectly fair? Of course not, but it was never meant to be. It's not a perfect system by any means, but I'd call it an improvement, at least.

Yeah - I agree with your point of view - I'm not as concerned about the flagship situation as the entrance auction idea. Although I may have preferred some limits to the flagship (only 1-2 rare items vs the whole ship - at least pirate implants aren't allowed). Still, if it goes down, and your team survives and can loot the wreck... Well that could be fun....

I know your alliance complained a lot during the last alliance tournament because it wasn't randomly selected. I don't think I'm overestimating the potential these slots will go for - considering the amount people will put in to play, the tournament prizes ought to be quite high.
This system is giving smaller alliances 1/2 the chance they had in the prior tournament to get in randomly. The other half will be taken up in the auctions.
I agree its never going to be 100% fair, but I preferred the random selection process more than people paying their way in.

There are still significant restrictions on the mods allowed (at least at the current rules iteration).
Basically you are limited to:
- Faction Guns and Launchers
- Faction nos, neut and smartbombs
- Faction weapon mods (damage mods and I guess tracking enhancers)
- Faction ewar modules
- One Faction Shield booster or Two Faction armour repairers (thanks for the updated rule)
This means no faction resistance modules, remote reps, shield boost amps etc which keeps their tank under some level of control.
I still wonder how many people will design a flagship and never actually build it, I guess this builds interest though
