Does anyone have a guide on the quickest way to create an invention character from scratch that is up-to-date with Dominion. I've been hunting around for a while but can't find anything.

That's because there's absolutely no practical difference between newly created characters ever since neural remaps were introduced. The difference in skills is minimal to the point of being laughable, and the attributes are identical.
As for "the quckest way" to reach... well, anything... load up desired skills in evemon, add recommended learnings, hit "optimize attributes" and voila, you get everything handed to you on a platter.
For invention, it's already pretty clear what the recommendations will be like : remap to 15 int, 9 mem, 5 for rest, and most likely L4 in all int/mem learnings (basic and advanced) and learning itself, maybe one L5 in basic int and/or mem, depending on how many skills you want.
No guides necessary for something like that.

I wasn't aware that they character creation had changed so much. I was more looking for what race / bloodline / career combination got the most relevant starting skills, is this also irrelevant now?

Yup. You only start with about 50k SP total (and most of it is not racial-related, only the racial-related skills are different between races, all bloodlines of same race get identical skills, other races get the same skills but in their relevant racial skill). You do however train at double speed until the skill training last in the skill queue makes you go over 1.6 mil SP total when finished, that skill and all after that go back to normal speed training.
