The only way for CCP to do this is to find the ebay sellers who sell the most goods. Easy to do. A GM buys some isk from them and then traces that account that gives him the isk. See if that person has multiple accounts and watch them. If they macro mine or engage in other bannable offences then ban them. They can always trace where the money came from and who owns what accounts in RL.
However I think the money coming in from the multiple accounts is too lucrative for CCP.
Its only unlawful if you can prove it. The guy gets his ISK, he may have chance to sell it on. Week later he gets banned for breaking the EULA, can't argue. He won't know whether the guy who bought ISK from him grassed him up or whether he bought the ISK from CCP.
EDIT : Tell you what CCP give me 2 billion ISK and I'll give you a list in a weeks time. Actually the macro ebay thing doesn't bother me, was just trying to get some free ISK from CCP.

All they need to do is getting in contact with ebay and tell them to shut down the eve online part, so they know that they arent allowed to announce eve stuff and the users that actually doing it are acting against ccp regulations. thats all.

This has been tried I believe Ebay told them to take a short walk of a long pier.#

Heres an idea, someone set up a web. Come up with as many tests as you can fathom to check if someone is really macro mining and not just avoiding RSI. When people are pretty sure they are proper macro users, post the names up. Those with location agents spot them out for a fee and then we can all go help ourselves in haulers.
Anything that saves me from mining can't be bad.

When people are pretty sure they are proper macro users, post the names up. Those with location agents spot them out for a fee and then we can all go help ourselves in haulers.

History lesson: the only way to destroy a blackmarket is to remove the incentives for that market or render its effects hospitable to the formal economy and dominant protection agency.
Things that crush sluggish out of game sales: Rapid inflation. (Inflation can be handled by intelligent ingame planning. Plus it is a constant sink on savings.)
Eliminate the mmog syndrom of diminishing returns in the economy. Diminishing returns is used to provide an "end-game" on the use of force in mmogs in order to retain player subscription for as long as possible. It is the end function of level treadmills.
Diminishing returns is useful for curbing military capacity on the lone individual. It does not need to be applied to the economy in the late stages.
Industrial capacity should have two dynamics -> ever easier growth , and limited only by external enemy aggressors through recedivist attrition. Secondly, to protect new player's entrance into the economy, the economy must be tiered.
Regular acquisition of ordinary minerals must be protected and limited to manual acquisition, thus protecting the new player's climbing ability in that sphere. The second sphere should be mining-by-other-means of a different set of odder materials. They don't have to be rare materials.. simply they need to materials that can only be acquired trough the development and protection of industrial machinery. This idea is descibed here.
