no, i haven't been playing very long and have little real experience with low sec. (just hit quote now, ignore the rest)
i've seen this sort of thing in almost every other MMO i've played that had split pve/pvp content. fitting for one makes you poor at the other. it's a constant issue in games, and i have yet to see it addressed. noone wants to risk their multi billion ISK boat, knowing the second someone shows up, they're ****ed.
i don't see adding roids, missions, etc fixing the problem.

I dont mind risking mine, just because your too afraid to risk your "Multi billion isk boat" just means you shouldn't be able to get the multi billions in isk to be made by adding roids, missions, etc...

MY LORDS! I have a cunning plan!
Pick a 0.1 at the edge of 0.0 and make it a de facto market hub by putting loads of mods, skillbooks, ships etc for sale there at rediculously low prices. Never in huge amounts though, just enough to lure medium level players down into the more humorous systems for a visit. You don't want JF's picking it all up to sell in empire. More prey attracts more predators which gives super predators a reason to cruise about and the resulting wreckage, ship, pod and module loss can further volatilise the sluggish markets. Successful shopping jaunts by newer players will make them bolder and less likely to believe that low sec is no-go and 0.0 is impossible. Spend some of your isk and stop crying to CCP to fix your problems, wimps.

I agree with Skipper...really, I mean, really...shooting your mouth Yazz just to make your opinion known on a topic you know almost nothing about is ass-hattery. I think the game is functioning well, not perfect, but well; the way it is. I like the fact that there is a certain amount of danger, even in highsec, even to mega-super-pwn level 60 battlemages...err, I mean megathron and caldari navy raven pilots.
Without the element of danger, Eve would become another hold-your-hand MMO. I'll disagree with Skipper because I imagine your proposal would make Eve more similar to Guild Wars than to WoW.

Traders. In hi-sec. Never undock. Make more isk than any mission runner. 100% safe.
Mission runners. Read the market forum. There are good tips in there. Become a trader. You'll make more. Noone left to gank except the gankers.
I like pew pewing the gankers. They drop good loots.

Not true, players choose to fit for min-maxing at one or the other then complain when the 'min' part happens, I on the other hand have a (rarely used) mission domi with eccm, scram, web, heavy neut and omni tank. á á

probs are: - logistics in EVE takes way too much time - you can make more in empire never undocking, never risking anything or spending time on boring hauling - few players own JFs - 5 bil for ship btw - those with this kind of isks have better things to do than to be selling riftars, warp disruptors, and 200mm ACs in lowsec
hence why you so rarely see this actually happening in game

Also people do pvp in billion isk boats, not often but it does happen.
Which besides making less isk than random raven in high sec, will die to the first gatecamp it meats. Now since you live in low sec with others you probably wont run into a gatecamp, but that random carebear who decided to accept that mission in low sec for a change will die to the first gatecamp. (hint your setup doesnt have mwd, so it dies to any gatecamp, you can fit mwd but that is useless in missions and still ****s up your cap).
Assuming for a second the seeding stations in low sec (i thought we wanted less npc seeding, or are you going to do that yourself?) is serious. The only result is a few cov ops/blockade runners leaving right after DT when new ones are seeded.

When I actually used our 0.0 space for ratting I used a RR Domi converted for PvE. It looked something like this:

Add drones to taste.
Tank works well enough for ratting without needing the cap booster. It has defences against most of the common solo ships and is the most survivable ratter that I know of. It even drove off nanos back in the day.
