I have seen it speculated on other parts of the GalNET system that all of this is part of the prophecies of Macaper.
If true and how Merdaneth pointed out that more than just CONCORRD have been infiltrated then we may well see this happen to be where 1 into 4 may actually be true. Or to keep it clear how about 1 governing body breaks into 4... especially after this much of a disappointment. ----------------------------

What I find most disturbing is that CONCORD with all its eyes and ears failed to act on the aggressions within high security systems I fail to comprehend how information of these engagements failed to reach their many eyes and ears - and stranger still that they failed to intervene to contain these outbreaks of aggression by members of the nation or otherwise.
This is disturbing, but hardly surprising, no matter what your opinion of CONCORD. It is also not surprising that an Amarrian was the first to jump to their defense. The ultimate effect of CONCORD has been to maintain the status quo, which benefits slavers by legally protecting their right to own slaves in certain conditions. The ultimate problem with this is something else entirely though.
Any organization that has as it's goal the ideal of maintaining the status quo is doomed to failure. This has been proven time and again in our history. It leads to stagnation, lack of growth, and ultimately the kind of weakness that is showing itself here.
I do not blame CONCORD for consciously helping the Sansha, I blame them for stagnating.

A number of high-ranked infiltrators within CONCORD could stiffle any local resistence from CONCORDs side, and maybe also shut off possible reinforcements.
However, once again no proof and since CONCORD has listed a number of operatives who are working with this, I doubt it would be the case.
