Sometimes, balancing through Grid and CPU isn't enough to keep certain modules and ships from being worthless; neither are they enough to prevent certain ship and module combinations from becoming overpowered. A possible solution is to add a new criteria for ship fitting; a maximum volume for modules in high, mid, and low slots.
This could serve to add an order of magnitude more complexity to ship fittings, and it could be used to bring different modules which are currently unfavored by players into prominence. Unpopular ships could gain new value by having a large available slot volume, and certain fits or ships could be nerfed simply by changing the volume of certain modules or the available volume for high, mid, or low slots.
I won't attempt to weigh in on numbers, as I have not even begun to think about what numbers are reasonable.

your idea falls pretty short. many t1 modules have 50m^3 volume ... while the named versions only have 10-20m^3.
to implement your idea CCP would need to fix all those inconsistency. and from what i remember ... CCP increased the volume of the t1 modules on purpose to make it harder to haul minerals into zero using t1 modules.
just a thought.

That's one of the issues that would have to be dealt with. The idea couldn't simply be implemented as is by slapping in 100 or 1000 meter slot capacities on any ship with an expectation of instant balance.

just nerfing currently used modules to make less common modules used more? for the sake of consistency those modules should have similar volumes anyway ... with a scale similarly to the PG/CPU usage.
so you wouldnt really solve anything with that.

Ships like the Scythe, Exequror, Breacher, heavy use of armor plates, nigh exclusive use of the largest guns you can fit, etc.
It's a bit of a solution looking for problems. I'm not saying that it should be used to address any one issue, but as a way to address any particular gameplay issue that occurs and isn't easily solved. The Nosferatu Nerf could have been handled by adding a mid slot space modifier to the Nosferatu with this proposal. Speed nerfs could have been done by making the internal volume of an overdrive injector or nanofiber structure absolutely enormous.
It's an idea of possibilities, not one that says "X is broken, nerf X or Y".

I don't like how the game flows anymore. I don't like the way ships are fit, I don't like how ship load outs have been reduced to cookie cutter fits optimized for HP and DPS. All the variety of the game has been nerfed out of existence because people cried foul at all the 'imbalances', so I've been thinking "hey, maybe we could bring back some variety if there were more ways to balance ship fittings while maintaining variety." All the replies thus far have been enthusiasm culling calls of "what's the point?"
You know you can offer a better critique than that.
