I know absolutely nothing about them, but have been wondering if they can be used kind of like a mine.
I assume you have to lock target and fire them. I've also been assuming that they pretty much stay where they are after you fire them.
Suppose you're cruising along through Low Sec in your Sigil and someone unfriendly shows up pretty close. Could you fire a smart bomb at them and head away from it to minimize damage to you? Would it be a deterrent to pursuit for them?

Smartbombs damage everything (except cans and wrecks) in range from your ship when you turn them on, except your own ship, They ignore speed or signature radius of the targets. They require no ammo or target lock (they are point-blank). They only consume capacitor.
Activating smartbomb and hitting something is consider an aggressive act and will bar you from docking or jumping for one minute. You may also get Concorded or attacked by sentry guns if you hit any non-outlaws who happen to pass by.

Ok. That answers several of my questions. Are you suggesting that the smart bomb stays in the ship and is not expended when activated?

Smartbombs are Energy Pulse Weapons. They convert capacitor energy into a short-range omni-directional energy pulse, which damages nearly everything in range. They are mostly used against drones and ships that orbit closely.
Energy can be converted into pulses of:
Photons = EM damage Gravitons = Kinetic damage Plasma = Thermal damage Protons = Explosive damage
My favorite level 1 mission ship (Ninja Salvagers are not really a concern in level 1 missions):
[Condor, Da Bomb] Beta Reactor Control: Diagnostic System I
Small Shield Booster II Cold-Gas I Arcjet Thrusters
Small 'Vehemence' I Shockwave Charge Small 'Knave' I Energy Drain [empty high slot]
[empty rig slot] [empty rig slot] [empty rig slot]
Use the AB to get into range, then shut it off and orbit a target at 500 m or so with the NOS and smartbomb running. You can run the shield booster until the cap is gone, and wait for the NOS to fill it back up.
Works well in level 1 missions, since there are a lot of close orbiting frigates.
