Can you deploy a command center on a planet in a system that currently has its sovereignty held by an alliance other than yours?
Can you deploy a command center on a planet in NPC 0.0?
Can you deploy a command center on a planet in unclaimed 0.0 space?

1.) no sov holding alliances only 2.) yes (00 NPC Is a free for all) 3. - uncertain Signature - CCP what this game needs is more variance in PVE aspects and a little bit less PVP focus, more content more varied level 1-4 missions more than just 10 per faction high sec low sec and 00 |

Do you have a source for #1? CCP Fear mentioned this in March but said it wasn't finalized and I haven't seen anything from CCP since.

Step 1.) Get on Singularity Step 2.) Find a system with Sov Step 3.) Try and place a CC Repeat with NPC sov and unclaimed systems.
Voila, mystery solved.

I have done some extensive testing on this subject.
Can you deploy a command center on a planet in a system that currently has its sovereignty held by an alliance other than yours? NO. I was unable to deploy a CC on a planet in R3-K7K, where Sov is currently held.
Can you deploy a command center on a planet in NPC 0.0? YES. I dropped a CC in Doril (Angel Cartel).
Can you deploy a command center on a planet in unclaimed 0.0 space? YES. I deployed a CC on X-R3NM
What happens to command centers when sov changes? After waiting for the TCU in X-R3NM to go active, sov is now held in that system. However, my pre-existing colony functions as normal - I can construct new structures, extract resources, and launch them into space.
In other news, I have dropped colonies on Amarr Prime, New Caldari Prime, and Jita 4. So yes, those planets are available too.

Oh, and for those wondering: A planetary launch container does not show up on any form of scanner until you choose to warp to it. As soon as you do so, it shows up on directionals, but not on combat probes.

Oddly enough, I was able to drop CCs on planets in DKUK, which is TCF sov. However, a corp mate of mine tried to do so in the same system, and was denied. It is a mystery.

Odds are, it's supposed to work one way or the other. Not sometimes one, sometimes the other.
Between you and your corpmate, which one dropped the CC first? Maybe the restriction was only implemented in a build after you dropped yours, but before he dropped his.

Hmm, I don't know. In the spirit of testing I just had another goonwaffe character on my other account drop a CC in DKUK, no problem at all. vv
I'd really like to know how it is supposed to work. I seem to recall in one of the devblog response threads a CCP dude saying it might be Alliance + Blues, but I can't find it now. Obvious possibilities for sov space are Corp Only, Alliance Only, Alliance + Blues, FFA, or implementing some sort of control panel like the ones for conq stations and outposts where the sov owner could set exactly which corps are allowed to do what. The last option would be the most complicated to implement, but would benefit alliances that like to have lots of complex rental agreements without giving up sov.

No you can not put a command center on a planet in space claimed by another alliance. But if you have a colony on a planet and someone takes sovereignty you still can use the colony and expand it, you just need to sneak in to get the products.
Yes npc sovereignty isn't the same as player sovereignty, you can make colony's on pirate planets
yes you can put colony's on unclaimed 0.0 planets.
