missioning is one of the things that keeps eve's economy moving and the truth is that with the new system many missioners are quite annoyed by it, i've seen a friends who is barely starting with the game, get a mission 15 jumps away in low sec and yes he got popped. the truth is that it really needs some change, i've been doing lot's of training to solo some lvl 5 missions and at last i get the money and skills but no lvl 5 in high sec so well there is few purpose now for me to buy a 1 billion isk ship. so i would really like to see a change in it.

Only the Agents, nothing was ever said about the actual missions

Its still possible to get lvl V missions in hi sec, you will have to do some research on Sisi, look for very quiet backwater areas where its likely there are very few if no residents in the neighbouring hi sec.
I have such a location, I have a character parked at the agent on Sisi, getting about 1 in 4 or 5 missions in a hi sec pocket 3 jumps away. there is a second agent on the other side of the pocket who is also giving missions in that pocket.
Pocket is isolated from contiguous hi sec and in a dead end constellation.

The right way to do it on live server is get together and have corps dump all their useless alts into lowsec so it give highsec missions. See? Teamwork.

Your right but in this case the conditions are the same, the area on Tranq is also deserted.
I have also tried the same agent on Tranq and got the same result, my sample size was smaller though.
I have 3 specialized lvl V characters and have a years training on each targeted at lvl v's. its worth to investigate every channel to find a work around.
last resort is Unprobeable T3's and move to lo sec, but that would be painfully slow.
sisi and live server are 2 very different things

hey, man. get over it. My main has a clone with a head full of implants for shield worth many millions. This clone was dedicated for lvl5. And I'm not whining. Adapt. Go mining for a while. I heard that mining just become more profitable.
And spend that billion isk on exotic dancers, quafe and spiced wine.

Ouch, lol. Mining got gimped by the insurance change, hard. Bottom just dropped out for common ores. Miners are hit far worse than missioners, they're just less whinny. There is no profession to switch to, Tyrannis gimps all.

Or maybe the majority of miners in Hi-Sec are macros and the 'professional' miners have already adapted to mining exploration sites or headed into WH's/0.0
The phrase is Adapt or Die - not Adapt or Whine.

Miners, not ice miners. Those aren't gimped.

Would like to see the Agent quality level reviewed alongside putting missions in lowsec. Seems the mission reward should increase with the increased risk?!?!

This is already the case. The lower sec the system you accept a mission in, the more the agent pays you to do it (both ISK and LP).
I forget the exact numbers, but say you have a L4 Q20 agent in 1.0 space and a L4 Q10 agent in 0.5. The Q10 will end up paying as much as the Q20, if not more. ____

It was my understanding that it is Quality of an Agent not system security rating that sets the LP/isk reward.

Both have an effect. However, the difference isn't huge. Certainly not enough to cover loosing a mission ship

You didn't miss anything, Level 5s are officially 'working as intended,' didn't anyone go to the Fanfest last year?

Lol, yeah, there is basically no difference between 0.5 and 0.4 in rewards, but a huge difference in risk. If you're gonna run lowsec missions, do it in 0.1 systems, more reward, and it's less likely to be camped than border gates. No one in their right mind would run border lowsec missions from highsec agent, for all of the risks and none of the rewards.
