So my idea was to roam with black ops and gank easy prey. When I was making up fits in EFT I was reminded that black ops can not, for some reason, fit Cov op cloaks. Instead, they've got some kind of velocity bonus for cloaking so if you've got an improved cloaking device it can actually let you fly at a higher velocity than normal when you're cloaked. While that is pretty irrelevant, and the more interesting question is: can they warp while cloaked? Unless they can I can't see any reason to gank in black ops instead of a normal BS fitted with a cloak.

Running the risk of being called a smart-a$$, but check your post and answer the following question:
Can you warp with an Improved Cloak active? -----------------------------------------------

The significant difference between Covert Ops cloaks and all other cloaks is that Cov Ops cloaks remain active while in warp.
Black Ops ships are generally considered the most worthless in the game, much more so than Assault Ships (often called inferior), and well behind everything else. The Black Ops ships themselves came out of the box heavily nerfed, generally worse than their T1 counterparts. The niche the Covert Cyno Generator fills is much too narrow to be of anything approaching moderate usefulness.

BS, while BOs can use a slight boost (combat power up to par with t1 counter parts + maybe bit better jump/bridge abilities), they are nowhere near worthless, let alone most worthless. The only other ship that can bridge is the titan, which is a very useful ability. And added to that not only to normal cynos but also the way better covert cynos.
And why BOs dont have cov ops cloaks and shouldnt get them: they are support ships, not frontline solo-pwnmobiles, giving them cov ops cloaks would only help them in a role they shouldnt have.

what they arent worthless at all.. just the cloaking part isnt that strong... ITS A BS WITH JUMPDRIVE!!!! and it can even make a portal for smaller gangmembers! its one of the best ships to atack a gatecamp and actualy catch more then 1 ship before they run away.
1) send in bait with a cyno fitted and lots of points 2) when they agro light cyno 3) gang jumps in 4) profit
sure you can do this with a titan too but with BO you can travel easy tru empire and jump a lot of camps fast and move on.

Replying to a post from a pilot who has obviously never seen a covert hot drop in action.

Apart from being an "relatively" inexpensive jump bridge, Covert hotdrops are not somthign you ever wanna be on receiving end of.... trust me on that :D
