I want a small allaince dec'd (4-5 corps, 1 has 29 members (noob pvp'ers), 1 has 44 all industry ppl, and the others have like 3 members in each corp).
They do have a POS somewhere, where.... i do not know.
My question is how much would it cost to have them war dec'd (or what is the weekly rate) and how you go about doing it. Im not looking for some small corp to half 'ass it, i would like to find a corp or allaince or what ever that would be dedicated to doing this (when given the right amount of isk of-course =P )

There are several Mercenary corporations and alliances around New Eden that are willing to undertake a war declaration for you, at a price, of course.
An excellent starting point is the "MERC Contracts" galnet channel. Several groups advertise there, and will gladly provide you with rates if you ask.
Of course, alternate methods - such as a third person negotiator - exist should you wish to remain anonymous during the declaration.
I strongly recommend, however, that you look up your potential mercenary corporation's advertisment thread in this forum to get an idea of their abilities before making a decision.

you have to think carefully about what exactly it is that you want mercs to do to this corp and structure your contracts around that. When you first enquire about a quote you will tend to get a standard fee quoted for a standard type of war, but if you tailor what it is that you want and be specific you can often get good firepower for a reasonable rate.
There are typically 4 sorts of approaches you can take for this war.
1. PPK Mercs These will offer their services very cheaply (no weekly fee, just the wardec cost and a pay per kill fee). This can work out as a great way to get a lot of people hired onto your target, and can scare the hell out of them really cheaply. However these sort of mercs rarely focus on your target because they will stack so many contracts at the same time, and then camp the main systems and play the numbers game. So it will force your target to avoid the Amarr-Jita pipe and hub systems, but donÆt expect them to camp your targetÆs backwater home system if the enemy are not undocking.
2. Established Mercs These mercs will actively hunt your target in their home system, bother to get a full memberlist to run locator agents to find out where targets that log on are, camp the WTs even if they are not undocking, and work to coax them into fights and get kills. This is the best, most personalised option you have available in terms of outright focus on your target but mercs of this type are not cheap. They will (usually) do a very good job, but they know their value. Typically fees will range from a minimum of around 1bn ISK / week + killbonuses. This fee can be reduced if you donÆt want the full focus of the alliance and the mercs have other work on that they can split it with, so make sure you specify this.
3. Up and coming Mercs If the target is soft enough that you donÆt need one of the big players in the merc world then you can give one of the newer groups a shot. It can be hard to tell who is good and who is not, but if you go to the MERC CONTRACTS channel to pick a merc at least you have some comfort that the group you hire will never have scammed before (as scammers are kicked from the listing). Not to say that youÆre not going to be the first, but itÆs better than giving ISK to a corp just because you saw that they are for hire in their in-game corp description. The advantage over option 2 is that these guys will tend to underprice their value in order to build up a contract history, so rates can be very competitive û possibly competitive enough to hire more than one!
4. One job hire The final option is to mix and match the above. For example an up and coming merc group may be enough for a standard week of harassment, but may not have the numbers to kill the POS. In this case you could hire a larger group just for the POS takedown, and pay the one off fee for that service. So this would be about mixing and matching the mercs you hire for the work that you want them to do.
So donÆt just assume that you want a æstandardÆ type of contract of a weekÆs war from the group you just like the sound of. Think about what the best strategy is for the cash you have to spend, and hire groups that can best fit that plan.

Depends who you pick the channel has the widest selection of mercs anywhere, and all of them offering a quality service

Price is generally indicative of the level of effort your mercs will put into a job mixed with a premium or discount for experience and the risk involved in the job.
As khul said you need to pick the right mercs for the type of result you want. Cheaper tends not to produce better results nor higher effort commitment.
The merc channel does reduce the chance of being scammed too.
