The answer is, "A hauler alt they can send to the nearest hub."
And, unfortunately for most would-be lowsec merchants, the majority of them already have it. The problem is that even if you stock lowsec with a variety of things chances are they're still not going to be able to fit a complete ship (the way they want it fit) in lowsec, so they're still going to have to send an alt to finish their shopping. And, since they're sending an alt to a hub anyway, why not just buy everything there and spend less ISK?

A dram with a carbomb under the hood. @350mg of LSD in their breakfast cereal so they autopilot their -10 toon to jita while camping gates in a badger so we can lulz as they get doublepopped while going into convulsions and die(ingame).

What pirates REALLY REALLY need?
...... TARGETS !
You need to sell stuff to regional orders and maybe sell a few items at break even costs to lure targets in.
Of course you'd need to get the pirates to pay you for that....and keep their salvivating jaws from munching your cargo ship instead of waiting for the targets you're chumming for.... tough deals....
but it could be fun type of trade if they were up for it...
Seriously though? Get a station with med services that they use.. sell attibute implants for 10-15% above hubs. .. t2 drones for 20% above hubs.. faction ammo for 20% above hubs... many of them can't even take one jump into high sec to save a bundle but even for those that can.... its worth 4 or 5 million not to make 3 jumps out and three jumps back ... and with things like implants, if they get popped wanding in 0.0... they'll probably want to buy their new clone and get it implanted in a rush beefor they emo-log out.

What pirates want? Getting rid off the stuff they looted from their victims. They need the ISK, so they're in for a quick sell.
Actually, low sec is a pretty nice market. People their sell stuff for below Empire avg. buy prices and they buy stuff over Empire avg. sell prices. They only problem with low sec: low volume.
What else do they need? PvP gear. Stock the market with typical, widely used PvP modules, such as DCU, BCU, Gyrostabs, Heat Sink and the like. -- EVEWalletAware - an offline wallet manager |

Most Pirates as mentioned above haul stuff from a main trade hubs and only ocassionaly buy stuff they forgot. See lowsec = low Volume.
The best chances you will have with PvP stuff any Race and any ship can use, like Sensor Booster, E-War stuff and any tank stuff, Shild or Armor.
But i guess the most cash you could get is with booster drugs. If you have reasonable prices something like 100% over highsec price the booster should sell quite well.

After victims, they need a market for their loot.
So look at what is being hauled in or out and buy it cheap, pirates will often accept whatever they can get on their loot, buy at 10-20% of market. Resell at 80% of market value to lure in other unsuspecting victims in and buy it back again from the pirate. I did a great trade with Hydrogen batteries in Rancer in the past doing that.
Also all the standard common loot loot modules, named shield extenders, ab/mwd, scrams, webs etc. Resell back to the pirates next week at a profit.
Do market research, talk to the pirates, given time, you can build a symbiotic relationship, like pilot fish and great white sharks.

As has been mentioned, the main problem with lowsec trading is the low volume.
Though it's possible to deal with buying loot etc and selling it either back to pirates or to highsec, this usually involves buying stuff scattered throughout a region.
Also as mentioned, pirates who have lost a ship will almost always go to a hub with an alt to buy their new ship and fittings for cheaper and in one place. Most dedicated pirates I know also sell their loot this way.
So how to make money? Deal in time sensitive items that pirates *who have not died* need. The aforementioned drones, cap boosters, and ammo. When you're in a roaming gang and left your drones on the gate or belt in a hurry, or are running low on cap boosters, you don't have time to go *any* number of jumps to get cheaper items. Often, if you're selling sets of drones or these items you can get away with 200-400% markups depending on item. I've done that many times and still had items sell rapidly. When pirates are buying them they need them fast and are willing to pay. Just make sure you're selling along well traveled pipes.
Additional items are probes, launchers, and other related pvp items. Give it a shot and you'll figure out what works quickly. Minimizing effort has always been my mantra so I don't do anything that requires extensive traveling through lowsec, even though risks are eminently controllable.
For expansion, considering dealing in contracted ships with popular pvp fits. With a reasonable markup people are often willing to pick them up if made aware, especially in time sensitive situations. The hurdles here are getting the fits out, making sure that you've got fits that will be in demand, and then advertising the contracts to the local pirate population. If you can accomplish those this can be lucrative.

Quick replacements for fleets are always hard to find and markups are easy. The problem is the replacements for fleets isn't T1 stuff that you can decide to build easily.
Popular T2 drones(valk, warriors, hammers, ogres, berserkers), cap boosters (800's) and faction ammo (always the short range ones, emp, phased plasma, antimatter,) and some T2 ammos (barrage). For lowsec BC's are extremely popular (smallest reasonable gate camp ship for pirates) so expect medium size ammo to be popular.
Also buy orders in low sec can be gouged terribly as no one wants to collect what's in there, if your going to be buying things for unreasonably cheap you might want regional orders.
A very important thing to realize is proximity to a real trade hub can cripple you. Deep negative and they either have alts or friends in corp to supply them, not deep negative and they'll probably make the jumps to go into high sec. You probably want to try to be the only one selling something that needs to be replaced immediately, modules and ships don't need to be replaced immediately and usually after someone losses a ship they'll pod over the distance to get one they already have fit or go emo and log off because they don't want to see the money they're spending to buy another one.

Meta 4 weapons looks like a bad proposal; most pvp players will upgrade to T2 weapons asap.
-Consumables like: drones (esp Warrior II, Hammerhead II, heavy and sentry), cap charges (mostly 800s), ammo (faction or T2 of course), nanite paste -If you are on a route to 0.0: replacement cyno frigates (incl cyno unit & fuel) & jump fuel -There is always times when people forgot to get POS fuel and need a days worth NOW!
I get my ships from Jita (mostly), but you may want to try battlecruisers (hurricane, myrmiddon, drake, harbinger) and fitting (look on a killboard near you what types of modules). Dominix is also popular choice. Many people seem to be short of 1600mm Rolled Tungsten Plates.
Best location probably the last high-sec system because almost all pirates will have an alt capable of travelling there. Ships is more difficult for flashy pirates. |

Modules not so often because, well, most people do resupply from Jita (sure, now and then they'll be short on a mod but my bet is that it'll take quite a while to sell any appreciable amount), but cap boosters and paste get spent in the field and you have to either buy more (if you have a ship which runs on 800s) or go back home so people will just buy locally. Ships if you're far out from trade hubs, too, I was buying Hurricanes in Aridia during my short stay there because saving 3-4 mil by hauling one from Jita is just not worth the time/effort.
Faction ammo as well, I'd rather spend a extra mil then have to go to the closest trade hub when I'm short and about to go on a roam. Just don't do some idiotic overpricing and people will buy.
Oh, and ECM drones too, they tend to get spent in those frantic getaways.
When I lived in caldari low-sec I produced 800s, Rifters, Punishers (and Thrashers too if I remember correctly) and light/med ECM drones out of reprocessed garbage and it sold.
