As topic suggests, looking to start a fresh toon and turn them into a highsec mission-running ***** - preferably in as short a time as possible.
I've got the obvious list (T2 torps, T2 ab, T2 target painters, T2 shield mods) - what else do I need? Anybody happen to have a plan written out for such a character?

1: create fit that you will use on your golem in eft 2: look at every skill that affects either the ship or a module on the ship 3: get these skills to 4 or (preferably) 5 4: repeat for any ship you ever want to seriously fly in this game 5: profit

Nothing written down but like Felix says, decide on your fit and work towards it.
In the meantime train smart. decide on what you can do with T1 modules for or if you've got isk, see what faction fits you could go with to augment any deficiencies before you get your skills maxed out. This way you can make him effective before his time.
T2 Torps are nice for the range but don't forget your missile support skills as they affect the range and damage output as much as anything the T2 offers, getting those up to lvl 4 before T2 torps is probably the minimum you should strive for.
Train up drones as well, just the lights at first, to take on the frigs as you'll not be shooting at them with your torps unless everything is going Pete Tong.
Finally, as an after though, don't forget your social skills so you get the max isk rewards and standings progression from your agents. Now that the loot isn't as valuable, this might be important.

Target Navigation to V Signature Focusing to IV (preferably V) Frequency Modulation and Long Range Jamming are fine at III. Salvaging V Launcher Rigging to IV Cybernetics IV (for all the %5 implants (use Whelan's Ballistic Smarlink for the %5 rof))
Everything else at IV.
T2 Light Drones for frigates.

What alternative mission-whoring boat would you suggest?

My understanding is that the Tengu is not as effective as a golem.

Run an AC Vargur. It came from being the laughing stock of all the marauders to a very competitive mission boat.
There are several advantages to the Vargur, chiefly its immune to NPC TD (which doesn't affect falloff) and you don't have to rely on faction/T2 ammo (like the Golem does for range). Its variable AC ammo type is already given.
Build it for >80km falloff and you're good to go. |

I wish that (given the large number of kinetic weak rats) it had a short-range kinetic ammo, though.

Minor hiccup. It's probably better to use PP with Guristas than TS, but I haven't really gone in depth into comparisons. EoM is a toss-up between EMP and PP. |

Why should i use a golem.
1) They are good at close-combat missions. Torps one hit kills any non-battleship with tripainters.
2) They are good at sniping. switch FOUR mods and you can finish missions which other marauders will have difficulty finising in 8 minutes
The assault and unauthorized military presence , and massive attack, vengeance , and gurista extravaganza comes to mind.
3) They have a constant income in terms of salvage. Angel gives 2-20m of salvage. sansha and blood raiders 2-5m of salvage.
4) ISK/hour. With the correct agent. Correct system security. Correct LP store chosen, The golem can easily hit 60-80m ISK/hour consistently, making pirate battleships look like expensive white elephants.

Golem, vargur, pally, nightmare, macha, cnr... imo you dont want golem because managing target painters is just annoying.
Atm id go for vargur or pally - vargur if you want mission in minnie space, pally for amarr space. If you dont like salvaging its perfectly viable to blitz missions in faction bs. It can make you better isk/h if you know what are you doing /= you got good lp store/.

Due to personal liking, the OP asked for a golem help, give him what he wants and not something you guys want or know that is better. Hes the one flying it.
