Ok so I frapsed all my footage, set it up in premiere how I wanted it to and the only issue I am having now is when I export it...
I am not sure what settings to use (codecs).
Video file is 1600x900 30fps and I am using premiere pro cs5
My search-fu is a bit weak tried to find some resources but they seem to be fairly old.

CS2, CS3, CS4 & CS5 all have fairly similar interfaces.
I have a tut for exporting from Prem Pro and I believe I used CS2 for that, but in answer to your question I'd recommend something along the lines of:
WMV 8/9 1600x900 30 frames per second 4-6 MB/s uncontrained
Run some test exports of 10 seconds or so and play with the above until you find your sweet spot for quality/size.

Personally I have never once managed to get premier to export anything encoded that worked at all. What I do is export it raw, which means that with the resolution you're running, you're looking at quite a lot of data - to be on the safe side I'd have 100gb available per 10min of film.
I've also persistently had problems with it's sound encoder, but I haven't found a good solution to that yet.

Yeah, I exported out the vid and it was like 115GB (LOL).
So I took the fraps footage and imported it to virtualdub, now the issue is what codec do I use? I've tried xvid, mpeg4, and they all come out looking really crappy. Basically what I am looking for is how to get that nice crisp video footage that I see in other peoples vids.

Are you recording in half or full resolution in fraps? You should be using full. What is the length of the video and how large is it when encoded in xvid? You might simply have set the encoder to cut too much of the quality when encoding, though this is unlikely if you are using default settings.

The settings I posted above should be fine, but with xvid/divx/mp4 I think you just have to do a selective export, say 300 frames/10 seconds, and see what the results are like.
And, if you are using virtualdub, don't forget to run video analysis passes and error checks to see if anything unwanted crops up.
The footage looks ok when you've dragged it into the Virtualdub viewing port though? Or is it dodgy there before you compress?

Yep, doing it at 6 MB/s seemed to do the trick. Final output is 715mb, and I will just beg somebody to encode it to something better like the popular h264 or whatever. I seriously fail at this video stuff, its pretty confusing to me hehe.

I use H264 output in Premiere CS4 These are the settings i use (screenshot)
You can then use a program such as Staxxrip or such to change the container to MKV.
