Okay so ive heard that the arbitrator was good for level 2 missions. Is this true and how should i fit one if it is.

The arbitrator is easy to fit. Start with the lowslots and work your way up. Medium rep, dcu, 2x EANM would be an easy starting point for most missions, or you could run active hardeners if you use eve survival and look up the damage types to tank against.
Mids, run an afterburner and cap rechargers to get the thing mostly cap stable.
Highs come down to preference and skills. They are the least important slots for the arbitrator, so there is no reason to compromise other aspects of the fit to get them on. Something like two medium beams (that is a small gun), tractor, salvager could easily be fit on.
Fill the dronebay with a mix of hammerheads, valks, hobgoblins, and warriors. Deploy the right sight and damage type drone for your hostile faction and shipclass. Afterburn around and salvage **** while your drones do all the heavy lifting. If you hit a harder level 2, just use the afterburner to maintain distance.
Arbitrator hull will easily run and obliterate level 2s once you put just a little effort into fitting and flying it.

Passive shield tanked Arbitrator tanks just as much (if not more) and is a lot more noob-friendly. The buffer also gives much more wiggle room.

Yea I was getting ready to come post a shield buffer'd Arbi just now after playing with EFT for my Broadsword set up lol.
So it is completely up to you on how you want to set up your Arbi, you could forgo all but one weapon in high, and just use it to get initial aggro, then kite things if you were afraid of the damage intake when just starting out even.

If you're going to fit guns on an Arbitrator, don't bother with lasers. No damage bonus or cap reduction, so you may as well use Autocannons. But to be honest, Arbitrator's damage comes from drones, not guns, so you don't really need to fit one aside from drawing initial aggro.

Arbitrator is an excellent mission runner. The slot layout is very flexible and you can either armour tank or shield tank it. Drone are the main weapons so you can use any sort of small/med weapons on it. Use the best you can use/fit that does not screw up your tank.
A good example of passive shield tanked arbi was posted in reply 5. The tank is great and very likely much more stronger you can get with any reasonable armour tank. So it could be the way to go,but i hope you dont mind ill give another sort of hint.
You are training to use amarr ships and almost all amarr ships are pure armour tankers. I suggest you to avoid for now shield skills because your main goal for now is to raise your skills and train expecially those skills that would be most usefull for you. Since very likelly your next step would be the harbinger for L3 missions dont waste your training time training shield skills. Train armour skills, capacitor skills and weapon ( laser/drones ) skills so you will train something good not only for the arby but also for your next steps.
I dont have eft here so i cant give you a 100% working fit ( for fitting reasons) , so consider the following setup as a guideline that should be adjusted considering fitting issues:
low: mar2, dc2, eanm2, 1600mm rolled med: ab2, 3x cap2 high: small beams, tractor beams
drones: ton of medium and light drones :-)
