I've just started playing about 2 weeks ago, and I was wondering, if I can kill the serpentis ships around the asteroid belts in 0.7 and 0.6 systems. If not, can I salvage their wrecks?

It doesn't matter whether you kill the target or someone else does, you can always salvage any wreak you find without flagging yourself for combat.
Looting them is a different story, Rat loot is owned by the killing player and taking it will flag you as a thief and the owner and his corp will be able to attack you.

If it has a red cross of varying size its an npc and is perfectly safe to shoot anywhere. ____________________________________________ When going to a party with wine, women, and song. Always ascertain the vintage of the first two.

Unless of course the wreck/can shows as blue instead of yellow. If blue it means the killing player "abandoned" the wreck/can, making it available for anyone to take the loot without getting flagged as a thief.

BUMP!
So if I "steal" the loot from a yellow ship in an asteroid field... i will get attacked? To me, it seems that the miner who killed the rats won't be back. Would I then be considered a Pirate?

u get flagged for 15 minutes to the person who owns the wreck (and their corp if they are in a player corp)
in this time u can dock up and wait out the timer
if they shoot at u, u are free to shoot back, but not until they have done something hostile towards u
u may have noticed that when u shoot the serpentis rats ull see a yellow aggression timer in the top left. You will get one of these from stealing from a wreck/can from a player too. When u get one from the serpentis its pointless cause the serpentis already try to kill you. For players if u want to see the difference between multiple timers u can mouse over that yellow timer and the tooltip will tell u all who u are agressed to and how long each timer has left
make sure to wait several minutes after the timer is up just to be sure

So in other words... pretty much everyone takes the loot from the yellow wrecks? :)

lots of ppl do but ti depends on whats in it
if it just another cargo scanner I then i probably woudlnt risk it
but it was something like a Mega Modulated Pulse Energy Beam I then ya maybe
a common thing is for ppl to use combat scanner probes to scan down ppl doing lvl 4 missions
theses are known as ninja salvager. Most of them will salvage the wrecks and since its a lvl 4 this can be quite a bit of money. Some of the more aggressive ninjas will steal mission objectives, like the Damsel in Damsel in Distress for example, and ransom it back to the person ruining the mission. The missioner either has a PVP ship near by and can lock down the ninja b4 he can escape or the ninja gets to taunt him from inside a station and if u dont pay for ur objective then u fail the mission which can result in a big standings hit
other ninjas will salvage, and when they find some juicy loot they'll take it and run and others will take it and then orbit u all the while flashing red trying to goad u into shooting them. Since ur mission ship probably wont have a scrambler he will the run off after the first shot and come back in a a big nasty battleship
