bah, I keep forgetting its been nearly a year since they happened in any reasonable form so people might have forgotten what they were. But to answer your question its an old feature ccp implimented with the introduction of capital ships that they eventually found out was actually detrimental to the greater game. So they nerfed it with this thing called 'lag' after the dominion expansion and now nullsec is economically vibrant and full of players doing all the things that contribute to the overall game.

Lag is a powerful tool to shape the hearts and minds of men. Players were the first to find this out when they developed 'lag tactics' to game the game so to speak and use it to deny aggressors any advantage in a fight. No grid load means no pew pew after all and no need to replace that pricy pos or take back lost sov.
This trend evolved to the point that no matter how much capacity the servers were tweaked to handle the players would simply bring MOAR to make sure that noone would take that precious moon away from them. CCP though in a triumph of coding actually broke the lag barrier by enabling even the largest fights to be fought in a nearly lag free enviroment so they decided to go ahead and put forward the plans they had shelved for years to expand the nullsec game to something far beyond the normal pos wars.
However all was not well about this change amoungst the top alliance leaders as it would promptly nerf the afk empire mechanic that literally made them multi trillionares with little to no effort after the cynojammers were online. The reverse was that the massively overwhelming majority of the several thousand members of the alliance had to resort to high sec alts to make isk as there was nothing else past moon goo and limited exploration sites in nullsec that was worth the effort to grind for isk.
Enter Sov 2.0
CCP makes good on the promise to boost nullsec to the point that a decent portion of an alliance could actually stay in nullsec and compete with the income a competant high sec level 4 mission runner makes. However this is not being received very well by the top alliance leaders as it means that the afk empire mechanic the so loved was replaced by an active mechanic that would greatly increase the time needed to run a successful territory and so cut in on said alliance leaders furry pron time.
It also harshly nerfed the amount of territory that could be held even by a very rich alliance so even moar points lost as far the the entitled were concerned. Queue thread after thread of hate and fear mongering about how the new sov changes were the worst thing ccp ever introduced along with the highly vocal threats from said alliance leaders that they would take their lag free cap fleets and wtfpwn anyone or anything even thinking about claiming any territory and make sure the new sov intiative failed miserably.

I don't even notice the timer anymore as I tend to make lengthy posts or browse a bit after poasting. 2 Minutes is about the perfect compromise imho.

Zeba meant "fix" as in the way you "fix" a cat...you alter it. It doesn't imply repair.

I'm keeping my signature in an homage to the fact that it was supposed to get looked at over 6months ago, CCP agreed to 'do something about it' and never did until last week or so.
