they dont hold space, they rent 1 or 2 constellations in pb from nc, they all live in pos,s and store there ships in corp maintenance arrays, and they die like flies. have yet to find any plex in any wrecks though, they must only carry them in kessies in jita 4-4 when they have active war decs

I would imagine the pilot didnt warp to 40km from the station.
If the orphangage were on the Jita 4-4 undock - and the kestral pilot was warping to zero on the station from (for example) the perimeter gate - I believe the distance between orphanage and kestral would be about 40km
If you get an unlucky warp in and are 1km out of dock range and a slow docking cycle - this is plenty of time for a pilot to be popped by a quick locker.
I know quick locks are often the order of the day at jita (popping cloaky haulers as they drift the last few meters in to dock etc) and with overviews set up just for war targets and -10s wouldnt need much in the way of uber machine reflexs

ICE'll be glad to have someone who burns other people's money, from what I've heard that's more or less what they do
