It is a mobile floor, so no floor at all.
The new floor is the level when so much people leave mining and ratting in the drone regions (both players and macro) that it become impossible to sustain production.
You will see the price swinging around that point, dipping a bit under it when and then getting a decent rise for a period until people restart mining and then going again under it. Good for a speculator that will buy low during the dip and then sell at a higher price but it require careful timing.
Actually, the index upon which CCP bases insurance payouts is not adjusted real-time, but only every-so-often (quarterly perhaps, I do not recall). Once the insurance adjustment takes place, the mineral price floor has effectively been set for the next period of time until the next adjustment point.

Apparently CCP have said that the insurance rate adjustments are triggered manually (i.e. when CCP feels like doing it.) To my knowledge there has only been one such adjustment so far but I don't do insurance fraud so barely pay attention to it.

FFS, who said anything about ganking anyone? What IS your problem? You know, there's a thing called common sense. If it looks like crap, smells like crap and feels like crap, then it most probably is crap.
As I said to you, I personally don't really care. It's not my job to go around finding out who's running bots in eve. I originally brought up the subject because I suspect that it has a heavy influence on the ships in space snapshot.

The cornerstone of academic rigour is peer review, but apart from a couple of initial posts Dr.EyjoG has seeming not been back to the forum. I find this disappointing, it suggests the good Dr doesn't regard this project highly or that we the players have nothing to offer.
Nearly all the recent changes made to Eve under Dr.EyjoG direction/watchfulness seem designed to fuel deflation. This is an understandable side effect of the Insurance changes. However we are seeing the same deflation for T3/wormhole supplies, which are nearly worthless, PI industry products, meta 3&4 item drops, practically every recent change seems designed to cause deflation and compound the poverty gap between the few super rich alliance cabals who control hundred of trillions of ISK and the the bulk of ordinary players.
I want to know what the good Dr plans to do to reverse this trend?

I "speculate" that the bug was the primary reason. Having to carry several hundred units of Nanite Repair Paste v. < 100 units formerly required in a frigate or destroyer class hull caused the survivalists to buy up thousands of units.
Furthermore, CCP (GMs & Devs?) were putting out conflicting information that this change was by design AND that it was a bug.
As always, if our dear in-house economist actually played the game or *gasp* read these forums more often, he might have better understood the situation 'on the ground.'

I don't doubt this is true, but Market Discussions in particular and Science and Industry forums would probably provide you with the widest source of insight available into economic shocks and emerging trends.
While we might not have the data and tools you have available those forums developed a multitude of their own tools, bring a lot of expertise to bear in finance, market intelligence, statistics and information technology which regularly highlight trends.

Which is an excellent way to confirm Hayek (in his Nobel laureate acceptance speech 1974), who concluded that therefore central planning of any complex economy is impossible. Therefore all efforts of the FED, the ECB and any other central economic planning are bound to fail. Which of course leads to the conclusion any and all government intervention in the economy will be ineffective and counterproductive.
