When it comes to shields (shield tanking) what is the biggest difference to look for between PvE and Pvp - do you fit more active shields or what? I'm just now getting into PvP...thanks.

almost always buffer tanks this is how it is done 100% of the time, often with the use of RR/Logistics. active shield tanks are used in low sec to tank gate guns and active tanking is used for capitals. as well as a limited use of solo stuff which it is some times used.

In pvp you are trying to keep your enemy from running away. For that purpose you fit web and scram. Both modules go into medium slots. Majority of your shield tanking modules also go into medium slots.
This creates a conflict. If you fit modules to faster kill and keep from escaping, you reduce your shield tank and increase your own vulnerability.
If you maximize your shield tank, you loose the ability to keep your enemy engaged, the other player warps away when they feel that they can not win.
For the above reasons most players fit armor tanks.

I guess armor tankers should just put all tank mods with no damage mods then since you cannot share your tank with other types of mods.

pve tank usually consists of a) 1 xl booster, 3x hardeners, 1x cap injector b) undersized deadspace booster (2x smalls, or 1x medium), 2/3x hardeners, 0/1x boost amp
pvp tank a) 1/2x large extenders, 1/2x invlun fields b) x/a/b-type xl booster, 2x cn invluns, x/a/b type boost amp, officer cap injector, crystal set, blue pill
for pvp I mostly recommend a, but if you have billions to spend on your pvp go with b
