Why not give the pilot the ability to pay on an item or ship that they see in contract as you would in real life?
The owner of the item contract would set the item to be sold under Payment Option's where the seller would established a daily weekley or monthly amount that the buyer would need to pay towards their purchase. Once paid off the item would belong to the purchaser. If the buyer defaults on the payment's then a certain percentage established by the seller upto 35% of the total cost of the item would be taken from the buyes account. If the amount of default is not present in the buyer's wallet when the money does become available the amount would be deducted until paid off.
Another idea would be to have a contract function called Watch Contract. With each skill learnt a pilot could select a number of contracts to watch the status of on a daily basis instead of having to search through the contracts each day.

A payment plan or similar is highly exploitable and could basically be a ISK printing press. A use case here;
Player A sets up an item for 1 billion ISK, he offers it to be payable in 10 increments (1 per week). Player B comes along accepts the contract and pays first payment and gets the item. The item is now his, and is in his inventory. He then moves it to an alt, another player or corporation hangar. Player B closes his account, destroyes the character etc. Even if he doesn't do it, and ISK is still removed, then Player A could still get the money, leaving Player B with a negative wallet (as he only kept enough money in the wallet for the 1st payment.
Then a character has negative ISK, while player A has alot more ISK. This could all be the same person, just laundering money through characters slowly getting endless amount of ISK.
Obviously a very big edge case, and it could be worked out, but the effort and the rules that would surround it would make it not worth it for players.
Probably best to save up the money until you can afford that item!
I do like being able to watch contracts, that is interesting and very E-bay-esque!

As Fear put it, there is no way to enforce a future payment without opening door for exploits.
