Apparently (according to the new dev blog) rockets are going to receive a substantial buff in Incarna.
Is it time to stock up or will the manufacturers fill any price gap quickly and suck all profit out? How do these things typically work with weapon buffs? Is there a historical precedent?

There is no such things as speculation and rocket prices will definitely not bubble in the coming months.

yes, but is there a precedent? Rockets are arguably undervalued now-- even though they do kinda suck. So could the price possibly double?

T2 ammo is probably more interesting than plain rockets.
(and if you want to get in early on speculation you should read the test server feedback forum and not wait until the devblog)

I've seen rocket fuel on the rise for the last weeks and made quite a nice profit. Maybe it's related, though I wouldn't stockpile on this.

There's basically always profit in manufacturing T1 ammo because it can be sold for profit if you are willing to haul it. The problem with T1 ammo is often that while you may make 500% profit on the sale, that's still just 20 isk per item sold (numbers are made up for dramatic effect). If you are serious about making money in production then T1 ammo isn't the way to go because your manufacturing slot can make less % profit but more ISK in profit with other stuff.
Resale on the other hand is different, there you take up one (or two) market order slots per item which can net substantial profits if you manage to move volume. Still T1 rocket production is easy so I have a hard time to see a supply shortage. Ammo margins in major trade hubs are pretty slim (from where I am looking).
Generally speaking it is often too late to buy into something once it hits the dev blog. That CCP committed to a rocket buff has been known for some 4-6 weeks at the very least and most agreed at the time that the buff will likely be deployed in the next expansion rather than a stand alone patch. So at this point, unless you have a RL buddy with a T2 rocket BPO who isn't playing EVE anymore it's imho too late to get in on T2 BPOs.

Plain and simple, read the forums, not just this section.
Players are losing faith and loyalty in CCP due previous expansions not living up to player expectations. The CSM and CCP agreed that expectation management can be improved |

looking at the Vengeance/Hookbill price nothing is happening yet. Personally i dont believe in rocket buff, they will still suck (range).

I'd say best places are features and ideas (often things are here first). Test server feedback and market dicussion are other ones to keep an eye at.

Look back a fair bit, I think that they have already been stockpiled from an earlier announcement.

http://www.eveonline.com/devblog.asp?a=blog&bid=809 mentions it too, was posted just today. Also mentions T2 short range ammo buffs, which have already been rather violently acted upon.
