The law came from an observation that whenever some old player wanted to propose a grossly unbalanced mechanics change it was always at least partially justified as "helping new players". When in fact the proposed change was massively to the advantage of old rich players. Basically it's the EVE equivalent of RL politicians saying that some law or project will "fight terrorism" or "combat child ****".
The secondary corollary is that when new players propose a change, they invariably lack the experience and insight to see how the change would again be exploited by older players far more efficiently than themselves.

Well yeah ofc, they've macrod their skills up nice and high, so this benefits them nicely.

Being a long-term (september 2005. Any old-school forumfallers here?!) follower of Darkfall Online I'd say that this is a step in the wrong direction. Why don't they implent a skillcap and lower the grind needed to "level" a skill like so many "darkfallers" have proposed and wish to see happen? Sure, it will annoy loads of people that had no social life whatsoever since release that has grinded up all the skills possible but it will benefit the game greatly in the long run.
But then again... Darkfall can go to hell, so I don't really care. EVE Online is a much more complex and rewarding game. When it comes to depth Darkfall is (in my eyes) a small pool of water while EVE Online is an ocean.
