i know the ship is for PI, but before i go and drop 25mil on one what exactly is good about it and what makes it for PI? also there is no prereq's tab so i guess anyone can fly it without skills, though ijust wanna make sure

WHAT??!! 25mil? Sounds like it's time for a fresh coat of wax and For Sale sign.
It has 3 separate cargo holds. General cargo (100m3), PI Commodities (1,000m3), and Command Center (1,600m3).
If you put Expanded Cargoholds in the low slots they will increase ONLY the General Cargo hold.

i see them around for as much as 30mil in amarr space
but yeah that low sig will making lowsec PI easier

You are better off spending 15 minutes training for an amarr industrial (bestower or sigil). Even with the super bloated bestower prices (due to massive demand since PI started) you're still saving a boatload of money. If you plan on significant hauling in the future though I suggest getting minmatar industrial for not just the mammoth but also the prowler should you ever want to get into a BR.

If you're going to do low-sec PI I would suggest training up for a Blockade Runner (i.e. Crane) - Warping while cloaked should not be underestimated.

i have a mammy on this account, and i have a bestower on my indie alt. i didnt realise that the bestower has a decent sig radius... and 18k cargo is nice.
my alt is training for a providence atm so ill probably get into the amarr br since it has the extra slot for a probe launcher

Primae is a PI ship the same way the Zephyr is an exploration ship:
It fills the most basic requirements of the job and requires no skills to fly, so anybody can dabble in it. Anything more than hopping into PI on a lark to screw around with it would be much better served by a ship which requires skills (but is much better at what it does). The only reason it costs as much as it does is that it is a semi-unique ship (no way to create more of them). *** Wish list for PI:

What the hell does low sig have to do with anything. Primae was a waste of dev time and a novelty nothing more.
If you are Doing It Right, sig is irrelevant anyway since your most vulnerable moment is sitting on the customs can aligning to next then grabbing loot as you hit warp
The nature of your most vulnerable moment actually makes shiptype irrelevant since a competant pvper is going to latch onto you regardless of shiptype
Thats where they are waiting for you anyway no probing required
Everything else you can do on losec station undock and unless enough dps is waiting on you which can tank station guns/ pop you in 30 seconds you can place command centers/launch pi and redock
TL;DR all you need to risk is a stupid industrial and it can hold enough to wait 1-2 days between runs till locals empty if needed if your doing raw>p1 and it can haul it all maybe 2 trips for 5-6 planets 2 days p1
A faster aligning cov ops hauler or primae only reduces risk slightly but vastly multiplies cost of loss
Another thing you should be aware of calculating risk/return is these pvper/pirate types are doing pi too and their 'harmless' indy alts go about their business in you r system are learning your habits
Another example, if Im studying a system and I find extractor only colonies across multiple planets is a good sign people are making multiple runs daily and worth the time to hunt. If I know wgos pi it is, which is pretty easy to learn I can even add them to watchlist and know when to go hunting when I see them log on/enter local
